The theoretical framework that guides the empirical evaluation is based on a simple model inspired by Melitz (2003). According to estimates there are other feasible locations to replace the neighboring market of North America as the main buyer; however, the limiting factor for achieving this goal would be the low productivity of firms. In particular, it is that if transport costs are doubled, as is expected in destinations beyond the area of North America, would imply an increase in productivity of the firms of at least 9%. Finally, we find that the financial crisis caused a selection effect with respect to firms with higher productivity.

Book excerpt: The report examines the export performance of Mexican enterprises in the 1990s, to determine whether the intended effects of trade liberalization, have indeed occurred. The depth, and extent of changes in outward orientation of firms are explored, as well as the characteristics of firms that became more export-oriented. Further analysis focus on the degree of linkage between the export sector, and domestic economy, or conversely, the extent to which the export sector is an "enclave", whose behavior is independent from the rest of the economy. The factors that determine export behavior, and the extent to which exporting is "permanent" vs. "transitory" are reviewed, together with the extent to which productivity gains from exporting have been realized, whether through learning by direct exporters, or through spillovers to indirect exporters, and others. The report relies on statistical analysis of cross-section/time-series databases, with observations at the level of the individual plant, or firm, which led to the annual industrial survey (1993-98), the monthly census of plants under the "maquila" regime (1990-98), and, the Central Bank customs database of export/import at the firm level (1991-98). Conclusions suggest that while exporters have higher productivity rates, profitability is equal compared to non-exporters, but inventory turnover tends to be higher for non-exporters, possibly explained by higher re-stocking costs for exporters.

In this paper we analyze the causal links between exporting and productivity using firm-level panel data from three semi-industrialized countries. Representing export market" participation and production costs as jointly dependent autoregressive processes, we look for evidence that firms' stochastic cost processes shift when they break into foreign markets. We find that relatively efficient firms become exporters, but firms' unit costs are not affected by previous export market participation. So the well-known efficiency gap between exporters and non-exporters is due to self-selection of the more efficient firms into the export market, rather than learning by exporting. Further, we find some evidence that exporters reduce the costs of breaking into foreign markets for domestically oriented producers, but they do not appear to help these producers become more efficient.

The first part reviews the econometric frameworks most frequently considered in the literature for this purpose. The demand-supply framework is carefully considered and in combination with the data availability leads to the formulation of an export quantity function to evaluate the determinants of exports of each industry. Export quantities are assumed to depend on the real exchange rate, domestic capacity, and foreign demand. The second section of the paper considers different indicators of the real exchange rate that can be used in the analysis. The relative unit labor costs are selected as the indicator of this variable. This is justified in terms of the richer possibilities that this indicator offers for the analysis of export determinants, since the variations of relative unit labor costs are decomposed in changes of relative labor productivity and relative wage per employee for each industry. The regression analysis of export determinants is presented in the third section. This analysis is used to classify the manufacturing industries in terms of the underlying factors explaining the growth of exports. It is shown that exports of some industries are explained by the relative wage performance; in other cases, the productivity of labor has played a significant role; and for other industries, domestic capacity and/or foreign demand are the driving force behind the growth of exports. This grouping of industries represents an important contribution to our knowledge of the distinct explanations of export growth.

Book excerpt: In many countries, a sizable share of international trade is carried out by intermediaries. While large firms tend to export to foreign markets directly, smaller firms typically export via intermediaries (indirect exporting). I document a set of facts that characterize the dynamic nature of indirect exporting using firm-level data from Vietnam and develop a dynamic trade model with both direct and indirect exporting modes and customer accumulation. The model is calibrated to match the dynamic moments of the data. The calibration yields fixed costs of indirect exporting that are less than a third of those of direct exporting, the variable costs of indirect exporting are twice higher, and demand for the indirectly exported products grows more slowly. Decomposing the gains from indirect and direct exporting, I find that 18 percent of the gains from trade in Vietnam are generated by indirect exporters. Finally, I demonstrate that a dynamic model that excludes the indirect exporting channel will overstate the welfare gains associated with trade liberalization by a factor of two.
