The first chapter discusses the industrial development plans of Mexico, how they were made, how planning might be accomplished in future administrations, and how effective the plans have been to date. Special emphasis is placed on an understanding of history and culture as it affects planning. The second chapter focuses on six key industrial sectors: petroleum, steel, automotive, electronic equipment, agribusiness and transportation. Each sector is analyzed to determine probable levels of production and output, likely commerce with the United States, and constraints on achieving sectoral objectives. Chapter Three considers those constraints which cross all sectors and bear on the entire economy. Particular attention is given to inflation and related constraints common to oil-wealthy developing countries. Financial, budgetary, sectoral, infrastructural, labor and transportation constraints are considered. In Chapter Four the implications of the first three chapters as they relate to trade with the United States are discussed. Dangers which may face both countries, the need for a framework for the relationship between both countries, and major commercial opportunities are considered.

Book excerpt: The industrialization process in Mexico began before that of any other nation in Latin America except Argentina, with the most rapid expansion of new industrial firms occurring in the 1930s and 1940s, and import substitution in capital goods evident as early as the late 1930s. Though Mexico’s trade relations have always been dependent on the United States, successive Mexican presidents in the postwar period attempted to control the penetration of foreign capital into Mexican markets. In Industry, the State, and Public Policy in Mexico, Dale Story, recognizing the significance of the Mexican industrial sector, analyzes the political and economic role of industrial entrepreneurs in postwar Mexico. He uses two original data sets—industrial production data for 1929–1983 and a survey of the political attitudes of leaders of the two most important industrial organizations in Mexico—to address two major theoretical arguments relating to Latin American development: the meaning of late and dependent development and the nature of the authoritarian state. Story accepts the general relevance of these themes to Mexico but asserts that the country is an important variant of both. With regard to the authoritarian thesis, the Mexican authoritarian state has demonstrated some crucial distinctions, especially between popular and elite sectors. The incorporation of the popular sector groups has closely fit the characteristics of authoritarianism, but the elite sectors have operated fairly independently of state controls, and the government has employed incentives or inducements to try to win their cooperation. In short, industrialists have performed important functions, not only in accumulating capital and organizing economic enterprises but also by bringing together the forces of social change. Industrial entrepreneurs have emerged as a major force influencing the politics of growth, and the public policy arena has become a primary focus of attention for industrialists since the end of World War II.

Book excerpt: Mexico currently has sufficient proven and probable reserves of oil and gas to sustain a production level high enough to make it a major world producer of these fuels within a decade. Moreover, the size of its reserves, 50 billion barrels of oil equivalents, and its potential, ultimately recoverable reserves of 200 billion barrels of oil equivalents, have important implications for a strong future relationship with the United States and the rest of the world. Presently, plans call for Mexico to produce between 2.5 and 2.7 million barrels of oil a day in 1980. About half will be available for export with 60 percent or more expected to be sold to the United States. Although the United States has been receiving increasing volumes of Mexican oil exports, actual energy cooperation between the two countries has not been extensive in the past beyond the establishment of a mixed U.S.-Mexico commission to discuss scientific and technical cooperation, the formation of an energy working group, and a geothermal agreement. Through increased imports of Mexican oil, the U.S. dependency on Middle East oil could be reduced; world supplies of oil and gas could be augmented; and through trade and investment, the United States could assist Mexico in its economic growth and development. In an effort to expand energy cooperation with Mexico, the President in 1979 directed that new measures be taken to improve coordination concerning all issues of U.S.-Mexican relations. The measures included appointing a U.S. Coordinator for Mexican Affairs, establishing a Senior Interagency Group on U.S. policy toward Mexico, and restructuring and strengthening the U.S.-Mexico Consultative Mechanism. However, uncertainty about the status of U.S.-Mexico energy relations and Mexico's commitment to provide energy to the United States still exists. This uncertainty includes the fact that no official Mexican announcements regarding post-1980 production and export levels has yet been made. Moreover, Mexico is diversifying its foreign oil markets and has asked for membership in the Organization of Petroleum Exporting Countries. Thus, future production and export policies by Mexico will depend upon a number of political, economic, and technical factors, particularly, domestic needs and the impact of oil revenues on the Mexican economy.
