Score cards for measuring teaching efficiency fulfill two functions. They may be used by the superin tendent for administrative purposes such as a basis for determining reemployment, promotions and salary increases or they may serve as a means for improving the teachers in service. When used for ad ministrative purposes the rating should be made by the superintend ent, the principal or other supervisory officials. When the function of the score card is that of teacher improvement it has been recom mended that each teacher be asked to rate himself. This process of rating, however, is considered self-analysis rather than measurement. In some cases a preliminary rating has been made both by the prin cipal or special supervisor and by the teacher and a final rating given by the superintendent after he has compared the results of the two ratings and has conferred with the individual teachers regarding any special characteristics of strength or of weakness. The next morning he started out to mow the back field. Truly his trials that day were many. And when the machine, unable to stand any more Of his inexpert han dling, broke down late in the afternoon, he had succeeded in getting over only about as much ground as one good man with scythe and snath could have mowed in the same length of time. And what an untidy-looking job it was! The next day the farmer started his Old crew to mowing by hand. N 0 more Of that mowing machine for him. The purpose of this educational experiment was to determine the relative effect upon the achievements in certain school subjects of three plans of sectioning a class. A class is defined as the total number of children assigned to a teacher for in struction even though they may be divided into two or more groups for instructional purposes. The three plans of sectioning a class considered in this investigation are: (1) teaching a class as a single unit; (2) dividing the class into two equal groups approximately equivalent with respect to general intelligence; (3) dividing the class into three equal groups approximately equivalent with respect to general intelligence. When a class is taught as one group, all of the pupils recite at the same time. Following the recitation there is a period for study. 'thus under this plan the work of the teacher al ternates between hearing classes and supervising the study of the pupils. When a class is taught as two sections, one group recites while the other group studies. In this case the teacher's time is almost wholly devoted to hearing classes. Any supervi sion of the study of the pupils is of necessity given incidentally and at irregular intervals when the teacher is fortunate enough to have a few minutes of leisure during a recitation period. When a class is divided into three sections, the conditions are much the same except that necessarily the length of the recitation periods is reduced. In general pupils of one section study during the recitation periods of the other two sections. The specific problem of this investigation was to determine the relative effect of these three plans of sectioning a class upon the direct results of instruction in certain school subjects In other words this investigation sought to answer the question, Which is the best plan of sectioning a class? This is quite as true in the fields of finance and industry as in educational institutions. Every up to date, progressive business institution has its Department of Efficiency, to which it looks for scientific evaluation of its efforts. Upon the basis of these findings it modifies its programs of operation and procedure from time to time. Realizing the need of definite information as to what was being accomplished in the public schools of Berkeley, and being without a Department of Research at that time, I sought the cooperation of the Department of Education at the University of California. I found Dean Alexis F. Lange and his associates in the department immediately interested to render service and to avail themselves of the laboratory opportunity thus provided. Accordingly, following two or three conferences, I was able to report to the Board of Education at the regular meeting of October 1, 1918, that tentative arrangements had been made with the faculty of the Education Department of the University of California for the direction by Dr. Cyrus D. Mead, Associate Professor of Elementary Education, of available graduate students in such research work in the public schools of Berkeley as would enable the determination of the results which were being secured in the public schools in the various grades and in the various subjects which might be investigated. The board readily approved the arrangements made by the superintendent, and empowered him to act fully in the matter and to print the results of the study for distribution when they were completed. The results of this cooperative arrangement have been very satisfactory. indeed, as the published results in the following pages show. Scientific studies were conducted to determine the results which were being secured in Writing, Spelling. Reading, the Fundamentals of Arithmetic, and Reasoning Ability in Arithmetic. Before the second section is ready for publication, it is hoped that it may be possible to add an appendix dealing briefly with the results which are being secured in Composition and Geography.
