Book excerpt: During the last two centuries many methods have been proposed to solve the angles-only initial orbit determination problem. As this problem continues to be relevant as an initial estimate is needed before high accuracy orbit determination is accomplished, it is important to perform direct comparisons among the popular methods with the aim of determining which methods are the most suitable (accuracy, robustness) for the most important orbit determination scenarios. The methods tested in this analysis were the Laplace method, the Gauss method (suing the Gibbs and Herrick-Gibbs methods to supplement), the Double R method, and the Gooding method. These were tested on a variety of scenarios and popular orbits. A number of methods for quantifying the error have been proposed previously. Unfortunately, many of these methods can overwhelm the analyst with data. A new method is used here that has been shown in previous research by the author. The orbit error is here quantified by two new general orbit error parameters identifying the capability to capture the orbit shape and the orbit orientation. The study concludes that for nearly all but a few cases, the Gooding method best estimates the orbit, except in the case for the polar orbit for which it depends on the observation interval whether one uses the Gooding method or the Double R method. All the methods were found to be robust with respect to noise and the initial guess (if required by the method). All the methods other than the Laplace method suffered no adverse effects when additional observation sites were used and when the observation intervals were unequal. Lastly for the case when the observer is in space, it was found that typically the Gooding method performed the best if a good estimate is known for the range, otherwise the Laplace method is generally best.

The basis of the approach is a higher-order Newton correction of the assumed values for two of the unknown ranges, appeal being made to the author's (published) universal solution of Lambert's orbital boundary-value problem. The new procedure is free of the inherent limitations of the traditional methods of Laplace and Gauss, these methods being outlined in a summary of previous approaches to this classical problem. In particular, the observations are permitted to span several revolutions when the orbit is elliptic; multiple solutions can be obtained; and there is no restriction on the configuration of the three observing sites. The procedure has been carefully tested, some of the examples being taken from the literature. A number of test problems have been solved that would have failed by existing methods. This was originally done by maintaining a catalog of space objects states (position and velocity). With the ever-increasing population of man-made space debris, in-orbit explosions, collisions and potential impacts of near Earth objects, it has become imperative to modify the traditional approach to a more predictive, tactical and exact rendition. Hence, a precise orbit propagation model coupled with state-of-the-art orbit determination techniques need to be developed which warrants a better understanding of the perturbations in the near Earth space. Additionally, the sensors used to track these objects in space have to be tasked appropriately to observe and catalog these Resident Space Objects (RSO). This work outlines the intricacies of using inertial measurements from an observation site on the surface of the Earth. Optical measurements from the Falcon Telescope Network nodes at Penn State, and Colorado, managed by USAFA, is utilized to schedule observations of objects in the geosynchronous belt. An orbit determination algorithm is implemented to obtain the osculating orbital elements of the observed RSO. Further, a rudimentary sensor tasking strategy is developed by modeling the dynamics equations in a topocentric frame thereby allowing for fast generation of a "tasking surface". Its utility is demonstrated through simulations showing detections of over 200 RSOs from the geosynchronous satellite catalog.

The collision, which was not the first recorded between two satellites in orbit-but the most recent and alarming-produced thousands of pieces of debris, only a small percentage of which could be tracked by sensors located around the world. In early 2007, China tested a kinetic anti-satellite weapon against one of its own satellites, which also generated substantial amounts of space debris. These collisions highlighted the importance of maintaining accurate knowledge, and the associated uncertainty, of the orbit of each object in space. These data are needed to predict close approaches of space objects and to compute the probability of collision so that owners/operators can decide whether or not to make a collision avoidance maneuver by a spacecraft with such capability. The space object catalog currently contains more than 20,000 objects, and when the planned space fence radar becomes operational this number is expected to exceed 100,000. A key task is to determine if objects might come closer to each other, an event known as "conjunction," and the probability that they might collide. The U.S. Air Force is the primary U.S. government organization tasked with maintaining the space object catalog and data on all space objects. This is a complicated task, involving collecting data from a multitude of different sensors-many of which were not specifically designed to track orbiting objects-and fusing the tracking data along with other data, such as data from atmospheric models, to provide predictions of where objects will be in the future. The Committee for the Assessment of the U.S. Air Force's Astrodynamic Standards collected data and heard from numerous people involved in developing and maintaining the current astrodynamics standards for the Air Force Space Command (AFSPC), as well as representatives of the user community, such as NASA and commercial satellite owners and operators. Preventing collisions of space objects, regardless of their ownership, is in the national security interested of the United States. Continuing Kepler's Quest makes recommendations to the AFSPC in order for it to create and expand research programs, design and develop hardware and software, as well as determine which organizations to work with to achieve its goals.
