Section 1 is based on a nationwide survey of reservoir habitats completed by the Reservoir Fisheries Habitat Partnership (RFHP). The RFHP canvassed agency professionals about various aspects of reservoir fish habitat degradation, and identified 12 comprehensive factors that captured most degradation. The sections developed in this document parallel these 12 factors to identify management practices that address the perceived degradation. Most sections are organized similarly: background information about the degradation factor is followed by a listing of alternative management practices. Deciding on appropriate management action can be complex because there are often several options for addressing degradation problems. Different options may have different cost, effectiveness, and consequences. A simplified decision model to choose among management options is suggested in section 12. Habitat management often goes far beyond the manpower available to agencies involved in reservoir habitat management, so suggestions on working with stakeholders are included in section 13. Ballpark costs of reservoir fish habitat management practices are given in the Appendix.

Book excerpt: The Tri-State Comprehensive Water Management Study is a joint effort by Alabama, Florida, Georgia, and the U.S. Army Engineer District, Mobile. The objective is to assess effects of current and proposed water-management strategies on various uses of the Alabama-Coosa-Tallapoosa (ACT) and Apalachicola-Chattahoochee-Flint (ACF) river basins. Our part of the study was to derive regression models for evaluating effects of water-resource alternatives on fish reproductive success, as indexed by catches of young fish in a variety of gears, in ACT/ACF impoundments. Our approach was similar to an analysis of fish-population responses in Missouri River reservoirs (Ploskey et al. 1993). It involves using correlation and multiple-regression techniques and requires adequate historical hydrologic and fishery data.

Book excerpt: Reservoir managers on the Sacramento River are required by law to provide artificial cold water habitat downstream for endangered winter-run Chinook salmon. At Shasta Lake, a temperature control device was installed on Shasta Dam that allows selective withdrawal of reservoir water at different elevations. There is debate, however, about whether selective withdrawal will be effective under uncertain future conditions such as climate change and extreme hydrologic conditions not observed in the historical record. This study examines the ability of providing artificial cold water habitat by coupling a stochastic model for model input generation with a two-dimensional hydrodynamic model capable of simulating selective withdrawal at Shasta Lake. Input from water managers was used to examine variations to stochastically generated scenarios under various operations schedules. A generalized operations schedule was found to perform better in maintaining cold water habitat than either an all-out-the-bottom or all-out-the-uppermost schedule in most cases, even though the all-out-the-uppermost schedule maximized the in-reservoir cold water pool in all simulations.

Book excerpt: Increased water resources demand in rivers regulated by U.S. Army Corps of Engineers dams has intensified the conflict between preservation of lotic ecosystems and economic benefits of stream regulatin or channel modification. The Riverine Community Habitat and Restoration Concept (RCHARC) facilitates evaluation of effects of different channel configurations or release patterns on fish habitat and can be used to balance water resources development and natural resource preservation. The RCHARC is applied to the Gavins Point Dam tailwater of the Missouri River as a case history to assess the effects of different reservoir release alternatives on habitat for native riverine warmwater fishes. Application of the RCHARC requires four steps. First a comparison standard must be selected which the project alternatives can be contrasted. Second, hydrologic and hydraulic features of the comparison standard having fish habitat significance are described and summarized as an annual series of monthly depth or velocity frequency distributions. Third, a similar approach is used to describe hydrologic and hydraulic features of the project alternatives. Fourth, the habitat value of each of the project alternatives is determined by similarity of their depth or velocity distributions to the distributions of the standard. The more similar an alternative is to the standard system, the higher it will be ranked.
