Book Synopsis International Handbook of Public Procurement by : Khi V. Thai
Download or read book International Handbook of Public Procurement written by Khi V. Thai and published by Routledge. This book was released on 2017-09-25 with total page 840 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the 1990s, government at all levels is under increasing pressure to do more with less. However, despite the U.S. government spending about 15 to 20 percent of its GDP on contracts for goods and services, there is a paucity of reference books for public procurement officials and very few textbooks for courses on the subject. Filling this void, the International Handbook of Public Procurement provides the knowledge necessary to understand how procurement works and how to improve the cost-effectiveness of procurement systems. Taking a multidisciplinary approach, the book focuses on the managerial, economic, political, and legal aspects of this topic. It begins with a conceptual framework and highlights various reforms occurring in certain countries. By examining these improvements, readers are able to apply this knowledge to their own strategies. The next section presents selected cases that illustrate the public procurement process, examining systems in various nations including Germany, China, South Africa, Cambodia, Uganda, and Estonia. The book also discusses the rise of electronic procurement systems (E-procurement) and reviews the benefits of these efficient systems. Other topics presented in this comprehensive volume include practical discussions on contract negotiations, bidding, price strategies and cost analysis, and an insightful chapter on the market’s response to contract award announcements. A virtual encyclopedia from numerous international experts, this book was assembled by Khi V. Thai, Professor at Florida Atlantic University and Editor of the Journal of Public Procurement. Dr. Thai has provided technical assistance in the area of public procurement to governments across the world. Empowering those on all sides of the issue, this volume dispenses advice valuable to government officials and contractors, as well as providing a comprehensive text for public administration students.

Book Synopsis Fighting Terrorism by : Tereza Krauzová
Download or read book Fighting Terrorism written by Tereza Krauzová and published by Charles University in Prague, Karolinum Press. This book was released on 2018-09-01 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: The war on terror, launched by the 9/11 terrorist attacks, has been waged inside as well as outside the U.S. borders. Perception of threat and efforts to ensure national security have led the United States to major reforms in its national security policy, involving new military, security and legislative concepts. On the level of waging war outside the U.S. borders, the United States has introduced the system of Unmanned Aerial vehicles (UAVs), autonomous aircrafts without human pilot aboard, opening the possibility of highly effective computer game-like targeted killing. On the domestic level, new pieces of legislation and other antiterrorism measures have been raising privacy awareness and concerns whether the U.S. government keeps observing the Constitution. Nowadays, as advanced technology offers wide range of possibilities how to intrude one´s privacy and effectively kill people, legal and ethical considerations have to catch up the reality. This work therefore seeks to elaborate on the statutory and constitutional framework of the current U.S surveillance measures as well as the limits of utilization of UAVs.

Book Synopsis Assessing Department of Defense Use of Data Analytics and Enabling Data Management to Improve Acquisition Outcomes by : Philip S. Antón
Download or read book Assessing Department of Defense Use of Data Analytics and Enabling Data Management to Improve Acquisition Outcomes written by Philip S. Antón and published by . This book was released on 2019 with total page 125 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In the conference report accompanying the National Defense Authorization Act for Fiscal Year 2017, Congress expressed concern that the U.S. Department of Defense (DoD) "does not sufficiently incorporate data into its acquisition-related learning and decision-making" and asked six questions about "the use of data analysis, measurement, and other evaluation-related methods in DoD acquisition programs." In this report, the authors decompose and measure acquisition functions, data governance, and training to assess how data and associated analytics support DoD acquisition decision making. The authors found that the DoD is applying a breadth of data analytics to acquisition. Capabilities range from simple data archives and plotting to archives integrated with commercial analytic tools. The DoD has implemented an array of data governance and management practices, but major challenges remain, including a culture against data sharing and concerns about security and oversight burden. Some commercial breakthroughs in advanced analytics sound promising for DoD acquisition, but some might not be applicable; research is ongoing. Advancement should include developing a data analytics strategy across acquisition domains, expanding data governance and data sharing, and continuing to expand and mature data collection, access, and analytic layers. Also, mechanisms are needed to authorize and ensure protected access to data for both the DoD and external analysts. Improved incentives and understanding of data analytics could encourage decision makers to make better use of capabilities" -- Publisher's description.

Book excerpt: NASA's Science Mission Directorate (SMD) currently operates over five dozen missions, with approximately two dozen additional missions in development. These missions span the scientific fields associated with SMD's four divisionsâ€"Astrophysics, Earth Science, Heliophysics, and Planetary Sciences. Because a single mission can consist of multiple spacecraft, NASA-SMD is responsible for nearly 100 operational spacecraft. The most high profile of these are the large strategic missions, often referred to as "flagships." Large strategic missions are essential to maintaining the global leadership of the United States in space exploration and in science because only the United States has the budget, technology, and trained personnel in multiple scientific fields to conduct missions that attract a range of international partners. This report examines the role of large, strategic missions within a balanced program across NASA-SMD space and Earth sciences programs. It considers the role and scientific productivity of such missions in advancing science, technology and the long-term health of the field, and provides guidance that NASA can use to help set the priority of larger missions within a properly balanced program containing a range of mission classes.
