Book excerpt: The Propulsion and Energetics Panel's Specialists' Meeting in autumn 1985 on Smokeless Propellants demonstrated that no common standard was available in this field and that the lack of common understanding led to misunderstanding amongst the NATO community. After some preparatory discussion, the Panel, therefore, formed Working Group Number 21 with the objectives of defining methods for the assessment of rocket motor exhaust optical properties in the visible and in the infrared range, and of recommending a terminology based on quantitative criteria. The Working Group discussed the subject in a total of eight sessions and prepared this Advisory Report. Following an Introduction and Summary there are six chapters, commencing with an Overview and continuing with Propellant Smoke Classification, Plume Primary Smoke, Plume Secondary Smoke, Plume Radiation and Plume Microwave Properties. In most cases, the conclusions and recommendations follow the chapters and are not repeated at the end of the Report.

But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: These proceedings are based upon introductory talks, research reports and discussions from the NATO Advanced Workshop on the "Morphology and Dynamics of the Polar Cusp", held at Lillehammer, Norway, 7-12 May, 1984. The upper atmosphere at high latitudes is called the "Earth's win dow to outer space". Through various electrodynamic coupling process es as well as through direct transfer of particles many geophysical effects displayed there are direct manifestations of phenomena occurring in the deep space. The high latitude ionosphere will also exert a feedback on the regions of the magnetosphere and atmosphere to which it is coupled, acting as a momentum and energy source and sink, and a source of particles. Of particular interest are the sections of the near space known as the Polar Cusp. A vast portion of the earth's magnetic field envelope is electrically connected to these regions. This geometry results in a spatial mapping of the magnetospheric pro cesses and a focusing on to the ionosphere. In the Polar Cusps the solar wind plasma has also direct access to the upper atmosphere. The polar regions are thus of extreme importance when it comes to under standing the physical processes in the near space and their effect on our environment. The Introductory Talks given at this workshop provided a common background for discussing and understanding the physics of the Polar Cusp. By this book we will make the information which thus was provid ed to the participants of the workshop accessible to a wider audience.
