Wer planmäßig Massen lenken will, muß zuvor deren Größe und Zusammensetzung kennen! Ob es sich um die quantitative oder qualitative Beeinflussung des eigenen Volkes, um die Lenkung seiner Wirtschaft oder um die Förderung seines kulturel1en Lebens handelt, immer steht am Anfang des Weges in die Zukunft die Frage: Wie liegen die Dinge in der Gegenwart? M ass e, Z ah I und Zu s t a n sind d für eine vorläufige Orientierung die drei Elemente der Statistik, welche die Gren zen des Begriffes, damit aber zugleich die Leistungsgrenzen dieser allgemeinen Meßkunst bestimmen. Es gibt nicht nur Lobsprüche auf die Statistik, wie die oben angeführte In schrift! So mancher Vorwurf wurde gegen sie erhoben und noch größer ist die Zahl derjenigen, die sie nicht beachten. Es mag wohl in der Natur ihrer Zahlensprache und ihres starren Tabellengewandes liegen, daß sich die Statistik nicht all gemeinen Interesses und allgemeiner Beliebtheit erfreut und daß es oft einer mühsamen Überwindung dieser Zahlenscheu bedarf, um hinter den Zahlen das pulsierende Leben mit all seinem Reiz des Wechsels und der Gleichförmigkeit zu finden.

This book presents thoroughly and lucidly the diverse nineteenth-century origins of the mathematical tool of our day. Emphasizing the debt of science to nonspecialist intellectuals, Theodore Porter describes in detail the nineteenth-century background that produced the burst of modern statistical innovation of the early 1900s. He shows that the natural and social sciences were surprisingly interdependent. Statistics arose as a study of society, the science of the statist, and the pioneering statistical physicists and biologists, Maxwell, Boltzmann, and Galton, each introduced statistical models by pointing to analogies between his discipline and social science. The author also examines significant philosophical issues raised by the development of statistics in the 1800s. For a time, the evident success of statistical social science was held to be inconsistent with human free will. Gradually a consensus was developed that the need for statistical methods arose from the diversity of phenomena, which precluded explanation in detail.
