This very narrow margin forcibly presents the importance and necessity of a continued rigid economy in legislative expenses and in appropriations of all kinds, and especially When we know the fact to be that inclu'ded in these receipts, as if for general purposes, are the loan taxes, which are required to be applied to specific purposes and not to be expended for any other, and if so ap plied as directed by the Constitution and the laws, there would have been a large deficit of receipts to meet disburse ments, as I shall presently show.
