An extensive review of literature was conducted to examine the reasons why Latinos have low access rates to mental health services. Mental health outreach will be provided in Spanish by promotoras in a culturally competent manner. The target cities for this project are in South East Los Angeles in Los Angeles County. Actual submission or funding of this program was not a requirement for successful completion of this project.

In 2008, this group numbered over 47 million; by 2050, the population is expected to triple, reaching 133 million. Traditionally, Latinos have immigrated to large urban centers (e.g., New York, Los Angeles) that over long periods of time developed a complex infrastructure to receive new immigrants. Increasingly, new Spanish-speaking immigrants are moving into areas of the country previously unfamiliar to them. Although urban co-ethnic communities continue to be the destination of many newcomers, immigrants from Mexico, Central America, and South America in pursuit of low-skilled labor opportunities are settling in small towns and rural areas of the South and Midwest. This new demographic trend has resulted in the creation of the term "new growth communities," which refers to small rural areas that are now home to a small but rapidly growing Hispanic population. Unfortunately, these communities, which are now present in many states across the country (e.g., Illinois, North Carolina), lack the infrastructure necessary to meet the needs of Latino immigrants (e.g., access to health care, immigration assistance, and breaking down language barriers). The lack of an infrastructure and the lack of an established ethnic community to facilitate the assimilation of new immigrants present an ongoing challenge, especially in the area of Latino mental health. The volume focuses on dealing with systemic issues and on providing innovative ideas for development of infrastructure of services. This text will advance ways to understand and ameliorate mental health disparities both from research and experiential perspectives.

The growth in mental health service use amongst Latinos, however, is disproportionate to the growth in the population. This thesis poses the question, "What are best mental health practices when working with Latino clients?" The question is answered through a systematic review which explores literature pertaining to three broad areas affecting best practice with Spanish-speaking Latinos in the mental health sector: language, accessibility, and ethnographic factors. After analysis of the literature, the "best practice" model was applied to the current policies and procedures at the Betty Hardwick Center. Recommendations and implications are reported.

Book excerpt: The purpose of this qualitative, exploratory study was to gain more insight into the experiences of Spanish-speaking Hispanics who managed to successfully seek and complete their mental health services. Data were retrieved from six Spanish-speaking Hispanics who had received and completed mental health services in an outpatient setting. Data were collected using in-depth semi-structured interviews. Participants expressed that becoming informed of where to go to seek services played a huge role in their ability to successfully seek counseling services. In regards to successfully completing their mental health services, participants identified having a trusting therapeutic relationship with their counselor and being able to notice some type of progress, as key factors. Participants described barriers, such as the lack of bilingual counselors affecting their ability to receive services in a timely manner. Participants also suggested for mental health providers to focus on building rapport and creating a conducive learning environment to effectively engage the Spanish-speaking Hispanic community in counseling services. A lot of the responses from the participants indicated their socialization into the dominant model of mental health services, Freire (2000) described a learning environment that consist of little to no collaboration as prescriptive and oppressive. Researchers may want to explore this finding more, perhaps using a grounded theory approach.
