Sozialarbeiter und Sozialarbeiterinnen sollen sich um die Menschenrechtsverletzungen im Ausland kümmern. Dabei wird oft übersehen, dass es in der Sozialen Arbeit in Bezug auf die Menschenrechte um mehr geht. Zum einen geht es wahrhaftig um die Einhaltung und Wahrung der Menschenrechte im beruflichen Alltag, zum anderen geht es aber auch um die Soziale Arbeit als Handlungswissenschaft. Dieses wissenschaftliche Konzept ermöglicht, dass professionelles Handeln normativ begründbar wird und demzufolge die Menschenrechte in Verbindung mit den zentralen Werten eine wichtige Funktion übernehmen. Aus diesen Argumenten ergibt sich, dass großer Aufklärungsbedarf, auch im eigenen Berufsstand, notwendig ist. Menschenrechtsdiskurs und berufsethische Prinzipien, insbesondere deren Anwendung in der Praxis, soll das Thema der vorliegenden Diplomarbeit sein. Die Werte Sozialer Arbeit sind in den "Codes of Ethics" in aller Welt enthalten, deren Basis die Menschenrechte darstellen. Die Kinderrechte sind als Teilbereich der Menschenrechte Untersuchungsgegenstand dieser Arbeit. Wie bewegen sich Kinderrechte nun im praktischen Alltag? Gelten heute noch die Aussagen des Gedichts von Bertolt Brecht? Die folgende Fragestellung soll Aufschluss darüber geben, welcher Fakt in der Diplomarbeit untersucht und hinterfragt werden soll.

Einerseits geht es in der Sozialen Arbeit um die Wahrung und Vertretung der Interessen der KlientInnen und zum anderen um die Interessen der Gesellschaft bzw. des Staates. SozialarbeiterInnen sind mit einem „doppelten Mandat“ ausgestattet, die Ansprüche der Gesellschaft des Staates auf der einen, stehen den Anliegen der KlientInnen auf der anderen Seite entgegen. Silvia Staub-Bernasconi geht noch weiter und spricht von einem Tripelmandat, das sich aus dem Ethikkodex ergibt, den sich die Profession unabhängig von externen Einflüssen gibt. Im Ethikkodex der SozialarbeiterInnen und in der internationalen Definition sozialer Arbeit sind Menschenrechte und Gerechtigkeit als ethische Leitlinien der Profession festgeschrieben.

There are quite divergent philosophical, economical, sociological, psychological and politological contributions. Sometimes the disciplinary boundaries impede theoretical progress. On the other hand it is an indication for the high complexity of the subject that so many divergent paradigms compete with one another, or - what is worse - live separately in a kind of splendid isolation. Decision theory in the broader sense, embracing the theory of games and collective choice theory, can help to understand practical reason in philosophical analysis. But there are interesting aspects which cannot be dealt with adequately within a decision-theoretic conceptual framework. To have both of these convictions justifies to neglect dis ciplinary boundaries and poses a problem for the orthodoxies of either sides. All the essays of this volume focus on the relation between economic rationality and practical reason and discuss different aspects of the same problem, i. e. a basic deficiency in the standard economic theory of practical rationality. But philosophical analysis would not be of much help if it just rejected the economic paradigm. It must rather help to integrate economic aspects into a broader view on practical reason.

However, the nature of cross-border displacement has transformed dramatically since then. Such threats as environmental change, food insecurity, and generalized violence force massive numbers of people to flee states that are unable or unwilling to ensure their basic rights, as do conditions in failed and fragile states that make possible human rights deprivations. Because these reasons do not meet the legal understanding of persecution, the victims of these circumstances are not usually recognized as "refugees," preventing current institutions from ensuring their protection.In this book, Alexander Betts develops the concept of "survival migration" to highlight the crisis in which these people find themselves. Examining flight from three of the most fragile states in Africa—Zimbabwe, the Democratic Republic of Congo, and Somalia—Betts explains variation in institutional responses across the neighboring host states. There is massive inconsistency. Some survival migrants are offered asylum as refugees; others are rounded up, detained, and deported, often in brutal conditions. The inadequacies of the current refugee regime are a disaster for human rights and gravely threaten international security. In Survival Migration, Betts outlines these failings, illustrates the enormous human suffering that results, and argues strongly for an expansion of protected categories.
