Weltkrieges, zahlreiche Menschenrechtskonventionen verabschiedet. Die wohl bekannteste unter diesen ist die Allgemeine Erklärung der Menschenrechte (AEMR) der Vereinten Nationen (VN) aus dem Jahre 1948. Man müsste meinen sechzig Jahre seien genug Zeit, um diese Rechte durchzusetzen. Nun, wenn man sich den Jahresbericht von 2011 von Amnesty International (AI) anschaut, wird schnell bewusst, dass dem nicht so ist. Jedes Jahr dokumentiert AI die weltweite Lage der Menschenrechte. So auch 2011. Im vergangenem Jahr wurden beispielsweise in 89 Staaten Fälle dokumentiert, bei denen das Recht auf freie Meinungsäusserung auf rechtswidrige Weise eingeschränkt wurde oder 98 Länderbeispiele, die Folter und andere Formen von Misshandlungen bekunden1.

The comparative perspective was limited to the US Federal sentencing guidelines.
