Available in PDF, EPUB and Kindle. Book excerpt: In the horrific conflict of 1914–1918 known first as “The Great War” and later as World War I, Latin American nations were peripheral players. Only after the U.S. entered the fighting in 1917 did eight of the twenty republics declare war. Five others broke diplomatic relations with Germany, while seven maintained strict neutrality. These diplomatic stances, even those of the two actual belligerents—Brazil and Cuba—did little to tip the balance of victory in favor of the allies, and perhaps that explains why historians have paid scant attention to events in Latin America related to the war. Nevertheless, it is still remarkable that Percy Alvin Martin’s classic account, Latin American and the War, first published in 1925, remains the standard text on the topic. This book attempts to redress this gap by taking a fresh look at developments between 1914 and 1921 in one of the neutral nations—Colombia. This period, which coincides with the presidency of José Vicente Concha (1914–1918) and his successor, Marco Fidel Suárez (1918–1921), is filled with momentous developments not only in foreign policy, when Colombian diplomats pressured by German, British and U.S. propaganda struggled to maintain strict neutrality, but also on the domestic scene as the newly installed Conservative regime faced political and economic crises that sparked numerous and violent protests. Rausch's examination of the administrations of Concha and Suárez supports Martin’s assertion that even those countries neutral in the Great War were not immune from its effects.

It shows how extreme rightist class and gender composition, motives, programs, and activities varied over time and between countries. It concludes by demonstrating the importance of the analysis for understanding present conditions.

Book excerpt: This book presents evidence of the evolution of the gender inequalities in Latin America during the twentieth century, using basic indicators of human development, namely education, health and the labour market. There are very few historical studies that centre on gender as the main analytical category in Latin America, so this book breaks new ground. Using case-studies from Argentina, Chile, Colombia, Mexico and Uruguay, the authors show that there is evidence of a correlation between economic growth and the decrease in gender inequality, but this process is also not linear. Although the activity rate of women was high at the beginning of the twentieth century, female participation in the labour market diminished, until the 1970s, when it began to increase dramatically. Since the 1970s, fertility reduction and education improvements and worsening labour market conditions are associated to the steadily increase of women participation in the labour market. By gauging the extent to which gender gaps in the formation of human capital, access to resources, quality of life and opportunities may have operated as a restriction on women’s capabilities and on economic growth in the region, this book demonstrates that Latin America has lagged behind in terms of gender equality.

Available in PDF, EPUB and Kindle. Book excerpt: The Political Economy of Protection explains why countries, especially developing countries, change their trade policies over the course of history. It does so through an interdisciplinary approach, which borrows analyses from both political science and economics. While the central focus of this book is to explain historical changes in trade policy in one country, Chile, it is broadly relevant for students, scholars, and trade specialists interested in gaining a deeper understanding of the politics and economics of international trade. Given the intensifying public debates about the benefits of globalization, the author provides a uniquely rigorous yet interdisciplinary analysis of the forces that shape trade policy decisions, not just in Chile, but throughout the world.
