Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation. Integrating economic, organizational, and individual considerations, Seawright provides a new explanation and compelling new evidence to present a fuller picture of voters' decisions and actions in bringing about party-system collapse, and the rise of important outsider political leaders in South America.

It departs from existing models of endogenous growth in emphasizing obsolescence of old technologies induced by the accumulation of knowledge and the resulting process or industrial innovations. This has both positive and normative implications for growth. In positive terms, the prospect of a high level of research in the future can deter research today by threatening the fruits of that research with rapid obsolescence. In normative terms, obsolescence creates a negative externality from innovations, and hence a tendency for laissez-faire economies to generate too many innovations, i.e too much growth. This "business-stealing" effect is partly compensated by the fact that innovations tend to be too small under laissez-faire. The model possesses a unique balanced growth equilibrium in which the log of GNP follows a random walk with drift. The size of the drift is the average growth rate of the economy and it is endogenous to the model ; in particular it depends on the size and likelihood of innovations resulting from research and also on the degree of market power available to an innovator.

In Central Africa alone, more than three million people have died in wars fueled, at least in part, by internationally supported refugee populations. The recurring pattern of violent refugee crises prompts the following questions: Under what conditions do refugee crises lead to the spread of civil war across borders? How can refugee relief organizations respond when militants use humanitarian assistance as a tool of war? What government actions can prevent or reduce conflict?To understand the role of refugees in the spread of conflict, Sarah Kenyon Lischer systematically compares violent and nonviolent crises involving Afghan, Bosnian, and Rwandan refugees. Lischer argues against the conventional socioeconomic explanations for refugee-related violence—abysmal living conditions, proximity to the homeland, and the presence of large numbers of bored young men. In Condemned to Repeat?, Terry examines the side-effects of intervention by aid organizations and points out the need to acknowledge the political consequences of the choice to give aid. The author makes the controversial claim that aid agencies act as though the initial decision to supply aid satisfies any need for ethical discussion and are often blind to the moral quandaries of aid. Terry focuses on four historically relevant cases: Rwandan camps in Zaire, Afghan camps in Pakistan, Salvadoran and Nicaraguan camps in Honduras, and Cambodian camps in Thailand. Terry was the head of the French section of Medecins sans frontieres (Doctors Without Borders) when it withdrew from the Rwandan refugee camps in Zaire because aid intended for refugees actually strengthened those responsible for perpetrating genocide. This book contains documents from the former Rwandan army and government that were found in the refugee camps after they were attacked in late 1996. This material illustrates how combatants manipulate humanitarian action to their benefit. Condemned to Repeat? makes clear that the paradox of aid demands immediate attention by organizations and governments around the world. The author stresses that, if international agencies are to meet the needs of populations in crisis, their organizational behavior must adjust to the wider political and socioeconomic contexts in which aid occurs.

Book excerpt: The Wakuenai of the upper Rio Negro region in southern Venezuela a form of singing called malikai for ceremonies of childbirth, initiation, and healing. This ritual chanting, a rich amalgam of myth and music, serves as a means of integrating individuals into a vertical hierarchy of powers relations between mythic ancestors and human descendants. In Keepers of the Sacred Chants, Jonathan Hill shows how the musical and semantic transformations of everyday discourse in malikai integrate the everyday world into a poetic process of empowerment. He interprets malikai through mythic narratives that explain the cosmos as an ongoing process of musically naming-into-being the species, objects, and activities that define individual humanness and society, and he further shows how semantic and musical meanings are joined to construct each chant and how these chants are manipulated in different contexts. Hill explains how the musical elements of malikai contribute to the success of performance, comparing different genres for which different musical criteria are appropriate. He considers the integration of speech and song through a close analysis of such elements as microtonal pitch rise, rhythm, and timbre, showing how these features are linked to poetic speech and imbued with social power. Hill's penetrating study of malikai is made within the context of Wakuenai history and cosmology and considers influences resulting from contact with the outside world. Because Northern Arawakan-speaking peoples have received less attention than others of the region, his book thus makes a significant contribution to Amazonian ethnography. It is the author's focus on malikai, however, that commends keepers of theSacred Chants to all interested in the multitextured uses of song and story by peoples of the world.
