Book excerpt: The Panel on Estimates of Poverty for Small Geographic Areas was established by the Committee on National Statistics at the National Research Council in response to the Improving America's Schools Act of 1994. That act charged the U.S. Census Bureau to produce updated estimates of poor school-age children every two years for the nation's more than 3,000 counties and 14,000 school districts. The act also charged the panel with determining the appropriateness and reliability of the Bureau's estimates for use in the allocation of more than $7 billion of Title I funds each year for educationally disadvantaged children. The panel's charge was both a major one and one with immovable deadlines. The panel had to evaluate the Census Bureau's work on a very tight schedule in order to meet legal requirements for allocation of Title I funds. As it turned out, the panel produced three interim reports: the first one evaluated county-level estimates of poor school-age children in 1993, the second one assessed a revised set of 1993 county estimates; and the third one covered both county- and school district-level estimates of poor school-age children in 1995. This volume combines and updates these three reports into a single reference volume.

It is written by two statisticians essentially for the statistically inclined readers. It covers many of the contributions made by the statisticians in the past twenty years or so towards our understanding of estimation, the Lyapunov-like index, the nonparametric regression, and many others, many of which are motivated by their dynamical system counterparts but have now acquired a distinct statistical flavor.

Available in PDF, EPUB and Kindle. Book excerpt: The era of official color-blindness in Latin America has come to an end. For the first time in decades, nearly every state in Latin America now asks their citizens to identify their race or ethnicity on the national census. Most observers approvingly highlight the historic novelty of these reforms, but National Colors shows that official racial classification of citizens has a long history in Latin America. Through a comprehensive analysis of the politics and practice of official ethnoracial classification in the censuses of nineteen Latin American states across nearly two centuries, this book explains why most Latin American states classified their citizens by race on early national censuses, why they stopped the practice of official racial classification around mid-twentieth century, and why they reintroduced ethnoracial classification on national censuses at the dawn of the twenty-first century. Beyond domestic political struggles, the analysis reveals that the ways that Latin American states classified their populations from the mid-nineteenth century onward responded to changes in international criteria for how to construct a modern nation and promote national development. As prevailing international understandings of what made a political and cultural community a modern nation changed, so too did the ways that Latin American census officials depicted diversity within national populations. The way census officials described populations in official statistics, in turn, shaped how policymakers viewed national populations and informed their prescriptions for national development--with consequences that still reverberate in contemporary political struggles for recognition, rights, and redress for ethnoracially marginalized populations in today's Latin America.

Book excerpt: This book reviews the uses and abuses of microsimulation modelsâ€"large, complex models that produce estimates of the effects on program costs and who would gain and who would lose from proposed changes in government policies ranging from health care to welfare to taxes. Volume 1 is designed to guide future investment in modeling and analysis capability on the part of government agencies that produce policy estimates. It will inform congressional and executive decision makers about the strengths and weaknesses of models and estimates and will interest social scientists in the potential of microsimulation techniques for basic and applied research as well as policy uses. The book concludes that a "second revolution" is needed to improve the quality of microsimulation and other policy analysis models and the estimates they produce, with a special emphasis on systematic validation of models and communication of validation results to decision makers.

Available in PDF, EPUB and Kindle. Book excerpt: Based on deep theoretical as well as practical experience in Reliability and Quality Sciences, Robust Design Methodology for Reliability constructively addresses practical reliability problems. It offers a comprehensive design theory for reliability, utilizing robust design methodology and six sigma frameworks. In particular, the relation between un-reliability and variation and uncertainty is explored and reliability improvement measures in early product development stages are suggested. Many companies today utilise design for Six Sigma (DfSS) for strategic improvement of the design process, but often without explicitly describing the reliability perspective; this book explains how reliability design can relate to and work with DfSS and illustrates this with real–world problems. The contributors advocate designing for robustness, i.e. insensitivity to variation in the early stages of product design development. Methods for rational treatment of uncertainties in model assumptions are also presented. This book promotes a new approach to reliability thinking that addresses the design process and proneness to failure in the design phase via sensitivity to variation and uncertainty; includes contributions from both academics and industry practitioners with a broad scope of expertise, including quality science, mathematical statistics and reliability engineering; takes the innovative approach of promoting the study of variation and uncertainty as a basis for reliability work; includes case studies and illustrative examples that translate the theory into practice. Robust Design Methodology for Reliability provides a starting point for new thinking in practical reliability improvement work that will appeal to advanced designers and reliability specialists in academia and industry including fatigue engineers, product development and process/ quality professionals, especially those interested in and/ or using the DfSS framework.
