Shortly after the Nazis occupied Poland in 1939, he was sent to do slave labour in the Nowy Sącz, Tarnów Ghettos and Szebnie camp. He was then transferred to Auschwitz-Birkenau, Buna, Dora-Mittelbau and Bergen-Belsen death camps. After his parents were murdered in the Belżec death camp, he became the sole survivor of his entire family. Post-liberation, Henry volunteered for the Israeli Army and fought for Israel’s independence. He immigrated to Canada in 1965 with his wife Hela and their two children. His story is one of strength and courage. His survival is nothing short of a miracle.

Did the activities of the Western powers prompt changes in Japan that would not otherwise have taken place? Or did they merely hasten a process that had already begun? Similarly, did Western civilization give a new direction to Japanese development, or do no more than provide the outward forms through which indigenous change could manifest itself? Was it a matrix, or only a shopping list? Second, how far was the evolution of modern Japan in some sense "inevitable"? Were the main features of Meiji society already implicit in the Tempo reforms, only awaiting an appropriate trigger to bring them into being? More narrowly, was the character of Meiji institutions determined by the social composition of the anti-Tokugawa movement, or did it derive from a situation that took shape only after the Bakufu was overthrown? This is to pose the problem of the relationship between day-to-day politics and long-term socioeconomic change. One can argue, paraphrasing Toyama, that the political controversy about foreign affairs provided the means by which basic socioeconomic factors became effective; or one can say, with Sakata, that the relevance of socioeconomic change is that it helped to decide the manner in which the fundamentally political ramifications of the foreign question were worked out. The difference of emphasis is significant. Finally, have recent historians, in their preoccupation with other issues, lost sight of something important in their relative neglect of ideas qua ideas? Ought we perhaps to stop treating loyalty to the Emperor as simply a manifestation of something else? After all, the men whose actions are the object of our study took that loyalty seriously enough, certainly as an instrument of politics, if not as an article of faith.

In fact, it would be difficult to find a major domestic policy area in which statutory interpretation by the federal courts has not played a significant role in shaping the activities of government. In most important cases, judges base their interpretation not on the letter of the law, but on their reading of its history, purpose, and spirit. What judges discover between the lines of statutes often has major policy consequences. This book examines how statutory interpretation has affected the development of three programs: Aid to Families with Dependent Children, education for the handicapped, and food stamps. It explores how these decisions have changed state and national policies and how other institutions—especially Congress—have reacted to them. Although these three programs differ in several important ways, in each instance court action has expanded program benefits and increased federal control over state and local governments. R. Shep Melnick ties trends in statutory interpretation to broader policy developments, including the expansion of the agenda of national government, the persistence of divided government, and the resurgence and decentralization of Congress. He demonstrates that Congress frequently modifies or overturns court rulings, and he explains why statutory interpretation became so controversial in the 1980s. Between the Lines also explores the understanding of welfare rights that has guided the development of welfare policy over the past fifty years. They appear by the thousands in our cities, but very few people ever look at them or think about them as art. At once completely ordinary and totally unexpected, manhole covers present an infinite variety of design in the commonplace as well as a record of defunct utility companies, forgotten business firms, and obsolete foundries. Manhole Covers documents this singular form of urban industrial art and its place in American culture. Mimi and Robert Melnick first revealed their obsession with street hardware twenty years ago in a remarkable little book called Manhole Covers of Los Angeles (1974). Printed in a small format and a limited edition, it quickly went out of print and is now a scarce collector's item. But that was just an introduction to their larger project, which has come to fruition in this book of 200 photographs and an extended narrative documenting manhole covers throughout the United States and discussing the history of their use, manufacture, and function. A subject that at first seems straightforward and commonplace becomes redolent and poetic in the Melnicks' hands, for their hieroglyphic reading of manhole covers reveals a chapter of urban history that can only be recovered from the logos and markings of these early disks. There are square lids, convex lids, perforated lids. And the older ones wear an astonishingly diverse range of anything-but-blank faces expressed in raised crosses, waffle grids, cut-out diamonds, radial stars, floral patterns, and honeycomb treads. The diversity of design corresponds to an equally diverse typology of form and function, as indicated by their evocative labels: handholes, vents, coalholes, grates, lampholes, storm drains, steam covers, meter lids, traffic buttons.
