Book excerpt: Entry into force of the UN Watercourses Convention in August 2014, and the opening of the UNECE Water Convention to all states in March 2016, are significant milestones in international water law. A comparative analysis of these two global water conventions and the 1995 Mekong Agreement reveals that all three instruments are generally compatible. Nonetheless, the international legal principles and processes set forth in the two conventions can render the Mekong Agreement more up-to-date, robust and practical. The Governance Regime of the Mekong River Basin: Can the Global Water Conventions Strengthen the 1995 Mekong Agreement? contends that strengthening the Agreement would be timely, given the increasing pressures associated with the rapid hydropower development within the basin and the gradually emerging disputes therein. Due to these fast-moving developments, Kinna and Rieu-Clarke strongly recommend that the Mekong states should seriously consider joining both conventions in order to buttress and clarify key provisions of the 1995 Mekong Agreement.

Book excerpt: There is a considerable gap between the science of conservation biology and the design and execution of biodiversity conservation projects in the field. Science is often failing to inform the practice of conservation, which remains largely experience-based. The main reason is the poor accessibility of evidence on the effectiveness of different interventions. This is the basis for this book adopting an 'evidence-based approach', modelled on the systematic reviews used in health sciences and now being applied to many policy arenas. Evidence-based Conservation brings together a series of case studies, written by field practitioners, that provides the evidence-base for evaluating how effective conservation and poverty alleviation strategies can be better implemented. A series of systematic reviews uses experiences and data from fifteen integrated conservation and development projects conducted in the Lower Mekong region, specifically in Vietnam, Laos and Cambodia. They provide wide-ranging overviews of the effectiveness of protected areas and how innovative tools and methods for monitoring and evaluation can be utilised for more effective outcomes. Results are in the form of management and policy recommendations, based on the quality of evidence and the cost-utility of the intervention. By bridging the gap between field practice and conservation, the analysis should lead to more effective integrated conservation and development interventions. The book represents one of the first attempts to apply the evidence-based approach to conservation and development.

Book excerpt: "By 1968, the government of South Vietnam, backed by U.S. advisers, had been fighting Communist Viet Cong insurgents and their patrons in neighboring North Vietnam for fourteen years. It was a desperate struggle that pitted neighbor against neighbor and exacted a mounting toll in the form of casualties, refugees, and socioeconomic dislocation. In 1965, the United States had added its own ground combat troops to the struggle, thwarting the very real prospect of a Communist victory. Since that low point, the allies had been gradually gaining ground in an escalating conflict. In late January 1968, the Communist leadership in North Vietnam had launched a major offensive in a bid to change the situation in its favor. The widespread attacks, which began during the Tet new year holidays and continued on and off through September, failed miserably. The population of South Vietnam refused to rise up in support, and the Communists suffered enormous casualties. As the enemy aggression abated, the commander of U.S. Military Assistance Command, Vietnam (MACV), General Creighton W. Abrams, believed the allies were poised to make significant gains. But time was not on his side. Although the allies had defeated the enemy militarily, the shock that the Communists had been able to launch such a massive strike after years of American involvement had undermined support for the war back in the United States. It is a story of the engineers' battle against an elusive and determined enemy in one of the harshest underdeveloped regions of the world. Despite these challenges, engineer soldiers successfully carried out their combat and construction missions. The building effort in South Vietnam allowed the United States to deploy and operate a modern 500,000-man force in a far-off region. Although the engineers faced huge construction tasks, they were always ready to support the combat troops. They built ports and depots, carved airfields and airstrips out of jungle and mountain plateaus, repaired roads and bridges, and constructed bases. Because of these efforts, ground combat troops with their supporting engineers were able to fight the enemy from well-established bases. Although most of the construction was temporary, more durable facilities, such as airfields, port and depot complexes, headquarters buildings, communications facilities, and an improved highway system, were intended to serve as economic assets for South Vietnam. This volume covers how the engineers grew from a few advisory detachments to a force of more than 10 percent of the Army troops serving in South Vietnam. The 35th Engineer Group began arriving in large numbers in June 1965 to begin transforming Cam Ranh Bay into a major port, airfield, and depot complex. Within a few years, the Army engineers had expanded to a command, two brigades, six groups, twenty-eight construction and combat battalions, and many smaller units.
