Book Synopsis Lobbying in the European Commission by : Dinos Kyrou
Download or read book Lobbying in the European Commission written by Dinos Kyrou and published by Routledge. This book was released on 2019-07-23 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: First published in 2000, this volume examines the role of industry representation in the EU in the case of the air transport industry. Air transport has contributed to areas including member state interdependence, national defence in foreign policy considerations and national identity in terms of ‘flag carrier’ airlines. Dinos Kyrou looks at specific case studies concerning aspects of integration of the air transport sector within the European Union. These case studies – an examination of a European Commission Proposal for a Council Directive and the attempt by the Commission to formulate a Proposal for a Council Regulation – are stages in the process of policy formulation which are aimed at enhancing the liberalisation which was completed de jure in 1992. In both cases, the increasing prominence of the Competition Directorate of the European Commission (DGIV) has been evident. Kyrou’s question is whether this reflects a restoration or a creation of pride and self.
Book Synopsis European Union External Competence and External Relations in Air Transport by : A. Mencik van Zebinsky
Download or read book European Union External Competence and External Relations in Air Transport written by A. Mencik van Zebinsky and published by Kluwer Law International B.V.. This book was released on 1996-03-20 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: European Union External Competence and External Relations in Air Transport is an essential guide for all those interested in the development of European Union external relations in general and in the field of air transport in particular. Part I of the book offers a detailed analysis of the EU's internal and external competence in air transport and related topics, taking into account the amendments introduced by the Single European Act and the Treaty on European Union. A new vision is proposed of the development of external competence in air transport and a new classification of the Community's secondary legislative measures in this area. Part II offers a detailed analysis of the EU's external relations in air transport, including an analysis of the Air Transport Agreement with Norway and Sweden, the extension of the trans-European transport network, and the inclusion of air transport in recently concluded association and trade agreements. The many problems facing external relations, and the future prospects for such relations, are revealed. Community participation in civil aviation organizations is also discussed.

Book Synopsis Cross-border Provision of Air Navigation Services with Specific Reference to Europe by : Niels Van Antwerpen
Download or read book Cross-border Provision of Air Navigation Services with Specific Reference to Europe written by Niels Van Antwerpen and published by Kluwer Law International B.V.. This book was released on 2008-01-01 with total page 308 pages. Available in PDF, EPUB and Kindle. Book excerpt: The tremendous flow of air traffic traversing the airspace of the European Union demands extraordinary vigilance on the part of air navigation service providers. Although the first requirement of air navigation services is obviously the enhancement of safety, providers must also attend to the efficiency and optimisation of airspace capacity and the minimisation of air traffic delays. As technological and operational improvements proceed in these areas, jurisdictional issues of responsibility and liability--particularly in cases of mid-air collisions--become ever sharper and more in need of precise definition. This detailed and insightful exposition focuses on these issues from three overlapping perspectives: the international and European legal framework dealing with air navigation services, the question of state responsibility, and the question of liability for damage inflicted by air navigation service providers. The author's in-depth analysis includes examination of many elements, among them the following: * the interrelated roles of the International Civil Aviation Organization (ICAO), the European Civil Aviation Conference (ECAC), the European Organisation for the Safety of Air Navigation (EUROCONTROL), the European Community's European Aviation Safety Agency (EASA), and other international bodies; * the Single European Sky initiative, its establishment of Functional Airspace Blocks (FUAs), and its ongoing research program (SESAR); * establishment of transparent lines of state responsibility in the context of cross-border provision of air navigation services; and prospects for the imposition of a transparent liability regime on corporatized air navigation service providers. In conclusion, the author enumerates the essential elements required for cross-border provision of air navigation services and offers well-thought-out final recommendations and conclusions on the most preferable way to pursue such cross-border provision within and outside the European Community. A model agreement for the delegation of air navigation service provision appears as an appendix. All professionals concerned with air navigation, in Europe and elsewhere, will appreciate the depth of knowledge and commitment apparent in this book. The deeply informed insights manifest in its pages will be of enormous value to aviation agency officials and air law practitioners everywhere.

At the meeting's conclusion, the ASEAN states invited the European Commission to launch the internal processes necessary to secure a mandate to commence negotiations on an agreement. In particular, ASEAN welcomed Vice President of the European Commission and Commissioner for Transport Siim Kallas' statement that he would propose to the Commission to seek authorization from the Council of the European Union to start negotiations (E.U.-ASEAN Joint Declaration, 2014).
