Book excerpt: In research conducted for the United States Air Force and reported in Aerospace Operations Against Elusive Ground Targets, authors Alan Vick, Richard M. Moore, Bruce R. Pirnie, and John Stillion explore the nature of elusive ground targets to identify concepts and technologies that could improve the Air Force's capability to detect, classify, recognize, and defeat elusive targets, whether dispersed ground forces or mobile ballistic missiles. After briefly reviewing the factors that are likely to inhibit the recognition of ground targets in general, the authors use the experience of Kosovo to illustrate the challenges associated with detecting small, dispersed maneuver forces from among a host of similar objects. Using Kosovo as its template, the report outlines new concepts that might be harnessed to defeat such forces in future operations. The authors then turn to the problem of countering mobile ballistic missiles in the context of a larger-scale conflict involving a more capable adversary such as China. They emphasize an integrated system of technologies, focused analysis, and streamlined control procedures that will enable the detect-classify-recognize-defeat cycle to occur in minutes rather than hours or days.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the idea of a ‘revolution in military affairs’ (RMA), which underpins the transformational agenda of the US military, and examines its implications for smaller states. The strategic studies literature on the RMA tends to be American-centric and directed towards the strategic problems of the US military. This volume seeks to fill the gap in the literature and establish an intellectual framework that can assist other, smaller powers in their respective approaches to this issue. The book does so in three main sections; Part I focuses on questions of transformations in strategy and war; Part II explores transformations in operations; while Part III examines possible impediments to an RMA. This book will be of much interest to students of Military Studies, Asian Studies, Strategic Studies and International Relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: Dr. Donald J. Mrozeks research sheds considerable light on how the use of air power evolved in the Vietnam War. Much more than simply retelling events, Mrozek analyzes how history, politics, technology, and the complexity of the war drove the application of air power in a long and divisive struggle. Mrozek delves into a wealth of original documentation, and his scholarship is impeccable. His analysis is thorough and balanced. His conclusions are well reasoned but will trouble those who have never seriously considered how the application of air power is influenced by factors far beyond the battlefield. Wether or not the reader agrees with Mrozek, the quality of his research and analysis makes his conclusions impossible to ignore. John C. Fryer, Jr. Brigadier General, United States Air Force Commander, Center for Aerospace Doctrine, Research and Education

Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.

Available in PDF, EPUB and Kindle. Book excerpt: This book documents the socio-environmental context and early history of Hawaii's attempt to substitute renewable energy sources and energy efficiency measures for oil imports. It identifies areas of policy formulation where clean energy strategies were effective and areas where the state's policy strategy was either inappropriate or constrained by political or institutional factors. Although Hawaii's Clean Energy Initiative is a unique partnership, formulated to meet Hawaii's specific needs and resources, the policy process addressed problems that are common outside the state. While the case study involves clean energy policies, many of the issues are applicable to public policy development topics in other sectors. Examples of these "general interest" policy topics include: • understanding how the political and socioeconomic climate may influence policy assumptions • formulating a regulatory and legal framework for monitoring policy compliance • designing and understanding the implications of subsidy and tax-incentive policies • managing conflicts with policies in other sectors; • addressing the interests of existing and future stakeholders; • creating strategies for public consultation and information dissemination; • using external expertise from government agencies, academic institutions and private consultants; • designing performance and evaluation metrics for measuring progress. The book is intended for use in graduate and senior undergraduate courses dealing with the formulation, implementation and impact of public policy. It also provides researchers involved in the development and implementation of clean energy with a guide to the hurdles likely to be encountered in moving innovation from the technical sphere to the practical real world and how to overcome them. Professional policymakers may benefit from an example of a process to create a workable clean energy policy.

Available in PDF, EPUB and Kindle. Book excerpt: Following the French reoccupation of Indochina at the end of World War II, the pro-Communist Vietnamese nationalists, or Viet Minh, launched a grassroots insurgency that erupted into a full-fledged war in 1949. After nearly ten years of savage combat, the western world was stunned when Viet Minh forces decisively defeated the French Union army at the battle of Dien Bien Phu in May 1954. Logistics dominated every aspect of the First Indochina War, dictating the objectives, the organization of forces, the timing and duration of the operations, and even the final outcome. In A War of Logistics, Charles R. Shrader meticulously examines both French Union and Viet Minh logistical units during the period of active conventional warfare, as well as external support provided to the French by the United States and to the Vietnamese by China. Although the Vietnamese had few advantages over their opponents, their military leaders brilliantly employed a highly committed network of soldiers and civilians, outfitted to accommodate the challenging terrain on which they fought. Drawing on extensive research such as declassified intelligence documents, the reports of French participants, and accounts by Viet Minh leaders, including Vo Nguyen Giap and Ho Chi Minh, A War of Logistics provides in-depth coverage of the often-ignored but critically important topic of logistics in modern military campaigns.
