These new uses encroach on existing structures for managing the nation's airspace and present significant challenges to ensure that UASs are coordinated safely and suitably with existing manned aircraft and air traffic management systems, particularly with the National Airspace System (NAS). Of particular concern is the interaction between human pilots, operators, or controllers and increasingly automated systems. Enhanced understanding of these interactions is essential to avoid unintended consequences, especially as new technologies emerge. In order to explore these issues, the National Academies of Sciences, Engineering, and Medicine organized a 2-day workshop in January 2018. This publication summarizes the presentations and discussions from the workshop.

Significant progress has been made toward this integration, but there is an extensive amount of research and development that must occur to reach full integration.

The rapid proliferation of the UAS and the eventual redeployment of current systems deployed to Afghanistan and Iraq will require the Federal Aviation Administration (FAA) to provide unrestricted unmanned aircraft access within the National Airspace System (NAS). The Department of Defense (DoD) requires routine access to the NAS to execute directed missions, meet training requirements, and perform necessary testing to meet the Joint Force Commander's (JFC's) established mission priorities. Over the past several years, the DoD has been able to execute a small portion of UAS flights in the NAS but current rules and regulation do not facilitate seamless integration with manned aircraft. The purpose of this study is to show that although the DoD and the FAA recognize the importance of integrating manned and unmanned aircraft within the NAS, there are many challenges and gaps that must be bridged to facilitate successful integration. The most important challenge to overcome when integrating unmanned aircraft into the same airspace is safety."--Abstract

To unlock the full efficiency of UAS, the UAS integrator must comply with an onboard pilot's requirement to see-and-avoid other aircraft while operating. Commercially available Detect-and-Avoid (DAA) sensor technologies have been developed to attempt to comply with this requirement. UAS integrators must use these sensors to meet or exceed the performance of a human pilot. This thesis covers research done to integrate an array of commercially made DAA sensors with a large Group 3 UAS both in hardware and software that was later flight tested and evaluated for usability. A fast-time simulation is presented using the principles of the National Aeronautics and Space Administration's (NASA) Detect-and-AvoID Alerting Logic for Unmanned Systems (DAIDALUS). Last, open-source tools are presented to assist future integrators in validating their DAA solutions.

Each Service has distinct airspace requirements that relate to how they train and utilize UAS. Due to these differences there is not a 'one-size-fits-all' approach that meets each Service's needs. Each Service, in coordination with the DoD, FAA, and other government organizations as necessary, must develop the policies, procedures, training programs, and equipment to meet the requirements necessary to gain this access. UAS already offer capabilities that are vital to DoD missions. As technologies continue to mature it is extremely likely that additional missions will continue to migrate to unmanned platforms. It is essential to the long-term strategic interests of DoD to maximize unmanned capabilities and retain a technological advantage in this discipline over any potential adversaries. Access to the necessary airspace to develop, train, and operate UAS is essential to maintaining this advantage.
