Book excerpt: Resisting Europe conceptualizes the foreign policies of Europe—defined as the European Union and its member states—toward the states in its immediate southern “neighborhood” as semi-imperial attempts to turn these states into Europe’s southern buffer zone, or borderlands. In these hybrid spaces, different types of rules and practices coexist and overlap, and negotiations over meaning and implementation take place. This book examines the diverse modalities by which states in the Mediterranean Middle East and North Africa (MENA) reject, resist, challenge, modify, or entirely change European policies and preferences and provides rich empirical evidence of these contestation practices in the fields of migration and border control, banking and finance, democracy promotion and telecommunications. It addresses the complex question of when and how MENA states capitalize on their leverage and interdependence in their relationships with Europe and contributes to a more comprehensive understanding of Europe-Middle East relations, while engaging with broader debates on power and interdependence, order and contestation in international relations. While a contribution on the practices of resistance and contestation of MENA states vis-à-vis European policies and preferences in this geopolitically significant region was overdue, this volume leads the way for subsequent studies that seek to overcome the constraints of exceptionalism so characteristic of research of the Middle East, Europe/the European Union, and certainly of their relationship.

Covering the year from September 1941 to September 1942, the book opens with the latest round in the ding-dong battle in North Africa with 'Operation Crusader', Britain's bid to relieve the besieged port of Tobruk and chase Rommel from the western desert. The authors emphasise how Britain was hampered by obsolescent equipment such as the Crusader tank. Despite this, British, Australian and South African forces relieved Tobruk and entered Benghazi on Christmas Day 1941 - only to evacuate it after Rommel's swift recovery the following month. At sea, the Royal Navy suffered serious blows with the loss of 'Ark Royal' and 'Barham' and a daring Italian 'human torpedo' attack on British ships in Alexandria harbour. Axis air attacks on Malta and convoys supplying it reached their peak in April, and the island was awarded the George Cross for its gallant defence. Rommel counter-attacked in the desert in May, defeating the Eighth Army at Gazala, and on June 21st Tobruk was lost. But the Axis attempt to take Cairo was stalled at the battle of Alam el Halfa and, after General Auchinleck was replaced by General Montgomery, the Allies prepared to go back on the offensive. Borderlands: Europe and the Mediterranean Middle East proposes a profound rethink of the complex relationship between Europe-defined here as the European Union and its members-and the states of the Mediterranean Middle East and North Africa (MENA), Europe's 'southern neighbours'. These relations are examined through a borderlands prism that conceives of this interaction as of one between an empire of sorts, which seeks to export its order beyond the border, and the empire's southern borderlands. Focusing on trade relations on the one hand, and the cooperation on migration, borders, and security on the other, the book revisits the historical origins and modalities of Europe's selective rule transfer to MENA states, the interests underwriting these policies, and the complex dynamics marking the interaction between the two sides over a twenty-year period (1995-2015). It shows that within a system of structurally asymmetric economic relations from which Europe and MENA elites benefit the most, single MENA governments have been co-opted into the management of border and migration control where they act as Europe's gatekeepers. Combined with specific policy choices of MENA governments, Europe's selective expansion of its rules, practices, and disaggregated borders have in fact contributed to rising socio-economic inequalities and the strengthening of authoritarian rule in the 'southern neighbourhood', with Europe tacitly tolerating serious violations of the rights of refugees and migrants at its fringes. Challenging the self-proclaimed benevolent nature of European policies and the notion of 'Fortress Europe' alike, the findings of this study contribute to broader debates on power, dependence, and interdependence in the discipline of International Relations.

Book excerpt: Decolonising the Mediterranean means, first and foremost, investigating how the legacy of colonial rule over bodies and land has been used by other entities and powers to impose new forms of hegemony after the fall of empires and European powers. It means denouncing and dissecting the tools employed in the production of new geometries of power in the global Mediterranean, as well as in the farthest, most recondite corners of the Mediterranean World. Decolonising the Mediterranean is an epistemological practice of border dismantling and scrutiny of the ways in which powers overlap and intertwine. The multiplication of the border is investigated in this volume from an in-between position, namely a specific positionality of subjectivities, in order to connect the global and local, and address Mediterranean issues with a transnational approach. Decolonising the Mediterranean means thinking of the Mediterranean as a space of investigation beyond its geographical boundaries. Finally, it requires deconstructing the power relations at play, viewing the Mediterranean as an excess space of signification in order to reconsider the past and present stories and subjectivities erased by Eurocentric, nationalist historical discourse. In this sense, the Mediterranean may, then, be more than a “method”: a matter of politics, or a space without borders where the future can be reinvented from the bottom up. This volume is structured into six chapters, each written by a different author focusing on a single North African, Maghreb and Mashrek country’s colonial legacy to investigate borders in a transnational perspective. While the research directions and topics of investigation adopted here are different, they can all be situated on the boundary line described above, and each chapter suggests a specific path for decolonising knowledge.

The survival of Malta against determined Axis assaults enabled the Allies to cripple supplies to Rommel's Afrika Korps, while building up their own land, air and sea forces. The entry of America to the war in December 1941 had allowed the allies to co-ordinate a grand strategy for the Mediterranean and Middle Eastern theatre. In October 1942, after careful preparation and a massive artillery bombardment, General Montgomery launched the Eighth Army against the Afrika Korps in the Battle of El Alamein, while in November, 'Operation Torch' the Anglo-American amphibious landings in French-ruled North Africa, scored an almost bloodless success and proved a dry run for D-Day in 1944. Squeezed between the Allied nutcrackers to the west and east, the Germans offered stubborn resistance in the Tunisia campaign of 1943, at the battles of Kasserine Pass and the Mareth Line, but after suffering severe casualties, the Allies broke through and the Axis forces in North Africa surrendered in May 1943.
