The total economic cost of motor vehicle crashes in 1994 was 150.5 billion dollars. This represents the present value of lifetime costs for 40,676 fatalities, 5.2 million nonfatal injuries, and 27 million damaged vehicles, in both police reported and unreported crashes. Property damage costs of 52.1 billion dollars accounted for the largest share of costs, while lost market productivity accounted for 42.4 billion dollars. Medical expenses totalled 17 billion dollars. Each fatality resulted in an average discounted lifetime cost of 830,000 dollars. Alcohol-involved crashes caused 45 billion dollars or 30% of all economic costs, and 78% of these costs occurred in crashes where a driver or pedestrian was legally intoxicated (>=.10% BAC). Crashes in which police indicate that at least one driver was exceeding the legal speed limit or driving too fast for conditions cost 27.7 billion dollars in 1994. Public revenues paid for 24% of medical costs, and 9% of all costs resulting from motor vehicle crashes. These crashes cost taxpayers 13.8 billion dollars in 1994, the equivalent of 144 dollars in added taxes for each household in the United States.

Book excerpt: Every year roughly 100,000 fatal and injury crashes occur in the United States involving large trucks and buses. The Federal Motor Carrier Safety Administration (FMCSA) in the U.S. Department of Transportation works to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA uses information that is collected on the frequency of approximately 900 different violations of safety regulations discovered during (mainly) roadside inspections to assess motor carriers' compliance with Federal Motor Carrier Safety Regulations, as well as to evaluate their compliance in comparison with their peers. Through use of this information, FMCSA's Safety Measurement System (SMS) identifies carriers to receive its available interventions in order to reduce the risk of crashes across all carriers. Improving Motor Carrier Safety Measurement examines the effectiveness of the use of the percentile ranks produced by SMS for identifying high-risk carriers, and if not, what alternatives might be preferred. In addition, this report evaluates the accuracy and sufficiency of the data used by SMS, to assess whether other approaches to identifying unsafe carriers would identify high-risk carriers more effectively, and to reflect on how members of the public use the SMS and what effect making the SMS information public has had on reducing crashes.

Book excerpt: State-level studies of direct motor vehicle accident costs are based on data which are out of date. If these data are used, the Texas Transportation Institute's 1982 update is most accurate and more current than the State-level cost data presented in the AASHTO "Red Book" (1977) and the Transportation Research Board's Methods for Evaluating Highway Safety Improvements (1975). Good national direct cost estimates (and estimates of the cost of police, coroners, etc.) appear in: The Incidence and Economic Costs of Major Health Impairments by Hartunian, Smart, and Thompson (1981) and The Economic Cost to Society of Motor Vehicle Accidents by NHTSA (1983). Good estimates for human capital costs appear in NHTSA (1983) and are preferred over the National Safety Council's 1981 estimates. No estimates exist of psychosocial costs. Estimates of willingness to pay for life and safety would be theoretically superior to human capital costs for use in benefit-cost analyses. Empirical studies of willingness to pay offer widely divergent value-of-life estimates, and most are based on questionable data, assumptions, or estimation procedures. A survey is needed to determine willingness to pay in a highway safety context. Failing that, use of the willingness-to-pay/human-capital approach presented by Landefeld and Seskin in the American Journal of Public Health in 1982 is recommended. It yields willingness-to-pay values approximately 2.128 times as large as human capital costs. A 4-percent discount rate is recommended
