The first chapter defines mediation as "the informal resolution of a complaint or dispute between two parties through a face-to-face meeting in which a professional mediator serves as a neutral facilitator and where both parties ultimately agree that an acceptable resolution has been reached." The goals of mediation are to achieve understanding of the issues involved in the complaint, solve any problems associated with the complaint, and achieve reconciliation between the parties. The second chapter outlines the potential benefits of mediation for police officers, citizen complainants, police accountability, community policing, the complaint process, and the criminal justice system. The third chapter discusses the key issues in developing a mediation program for citizen complaints against police. Among the issues addressed are voluntary participation, case eligibility, the mediation of racial and ethnic-related complaints, the mediation of complaints by women, potential language and cultural barriers, case screening, police discipline and accountability, and getting both sides to the table. Other issues addressed pertain to the mediation session itself and the enforcement of agreements. Chapter four presents results from a survey of existing citizen complaint mediation programs. The concluding chapter describes a model for a successful mediation program for citizen complaints against police. 100 references.

Book excerpt: As President Carter's ambassador to Nicaragua from 1977-1979, Mauricio Solaún witnessed a critical moment in Central American history. In U.S. Intervention and Regime Change in Nicaragua, Solaún outlines the role of U.S. foreign policy during the Carter administration and explains how this policy with respect to the Nicaraguan Revolution of 1979 not only failed but helped impede the institutionalization of democracy there. Late in the 1970s, the United States took issue with the Nicaraguan dictator Anastasio Somoza. Moral suasion, economic sanctions, and other peaceful instruments from Washington led to violent revolution in Nicaragua and bolstered a new dictatorial government. A U.S.-supported counterrevolution formed, and Solaún argues that the United States attempts to this day to determine who rules Nicaragua. Solaún explores the mechanisms that kept Somoza's poorly legitimized regime in power for decades, making it the most enduring Latin American authoritarian regime of the twentieth century. Solaún argues that continual shifts in U.S. international policy have been made in response to previous policies that failed to produce U.S.- friendly international environments. His historical survey of these policy shifts provides a window on the working of U.S. diplomacy and lessons for future policy-making.

Though perplexed, Churchill had a key to solve the Russian riddle: the national interest or more precisely ‘historic-life interests.’ The ‘new Middle East’ is also a riddle inside an enigma rolled up in a puzzle mat. The former is difficult to grasp even with metaphors. The national interest is not a ‘key’ either, for it appears more of a political ploy than an analytical edifice that can hardly be applicable to the haplessly artificial regional states. The enigma of the ‘Arab Spring,’ the mystery of the ISIL, the riddle of Russian intervention in Syria and the puzzle of Turkish national interests in the Middle East are few items in the long list of explanandum.

The compilation book “Mediated Ideologies: Nordic Views on the History of the Press and Media Cultures” participates in this by providing selected yet justified approaches to media history from the point of view of ideological uses of media in the Nordic region. In this book, the role of media – comprising both popular media and news journalism – as a forum for ideologies and their circulation will be analyzed by focusing on the Nordic region. The perceived similarities in the media systems of the Nordic countries constitute a perfect extent for a regional media history against not only a European but also a global backdrop. This does not mean that there have not been many national differences. The book does not provide a chronological narrative of Nordic media history. Still, the ideology of media is approached not only from the standpoints of different media forms – film, television, newspapers, magazines, and periodicals – but also from several historical periods from the mid-19th century to the late 20th century. The chapters show the multidimensional role that the media has in transmitting ideologies to their audiences and the public sphere. They also demonstrate that analyzing the role of different ideologies, such as modernization, nationalism, solidarity, feminism, and peace movement in media history provides wider perspectives in understanding past and present media landscapes and people’s mediated experiences that are fostered by them. “Mediated Ideologies: Nordic Views on the History of the Press and Media Cultures” can be used both as a reference book and as a classroom adaption in the field of media, communication, and history studies.
