Book excerpt: Mechanization is a process of replacing biological sources of energy involving animal and human labour to mechanized sources of energy. Farm mechanization indicates the use of machines for conducting agricultural operations replacing the traditional methods which involve human and animal labour. In the period 2004-05 to 2011-12, robust growth in the secondary and tertiary sectors led to significant job creation in agriculture sector. Tractors and power tillers have been driving the farm mechanization in India. Tractor sales have grown at a CAGR of 9.0 % in Financial Year (FY) 05-15 to around 5.5 lakh tractors in FY15 (around 2.3 lakh in FY2005) whereas sales of power tillers have grown at a CAGR of 10.6% in FY2005 to 2015 to 48,000 power tillers in FY2015 (17,841 in FY2005). Farm mechanisation is a fuel to agriculture production now days. As several studies indicate the mechanisation not only reduced the drudgery of manual labour and it enables the efficient and judicious use of resources. The increased agricultural production and productivity over the decades is coupled with the farm power availability. High labour intensive crops have turned to low labour intensive crops by replacing the mechanical power, which also reduced the cost of production and improved quality of produce led to increased farmers income share.

With an average holding size of just 1.08 hectares (ha) (in 2015-16), and 86 percent of holdings being of less than 2 ha in size, Indian agriculture transformed the country from functioning 'ship-to-mouth' during the mid-1960s to being a net exporter of agri-produce today. This would not have been possible without the onset of the Green Revolution post-1965, which resulted in increased foodgrain production and productivity. Among various inputs such as seeds, irrigation and fertilizers, the productivity of farms also depends greatly on the availability and judicious use of farm power by the farmers. Between the mid-20th century and 2013-14, India witnessed a tremendous shift away from traditional agriculture processes to mechanized processes. Today, 88 percent of the total farm power comes from tractors, diesel engine pump-sets, electric pump-sets and power tillers (2013-14). Additionally, India has emerged as the largest manufacturer of tractors in the world, followed by the USA and China. But how has farm mechanization, especially the use of tractors, evolved in India over time? What were the key drivers of the demand for tractors? And how efficiently are the tractors being used in terms of usage by number of hours/year? Given the high cost of tractors, it is also interesting to see how far they have penetrated the small and marginal holdings, i.e., the issues of inclusiveness, financial viability and sustainability. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.

Book excerpt: This study reviews the evolution of tractor use in India in the past few decades, and supplements this with a panel model analysis using factors associated with state-level tractor density growth. Growth in tractor use in India, unlike that in the United States and Japan, has occurred at relatively low wage rates and with a substantial majority of the workforce remaining in the agricultural sector. Considerable growth in domestic manufacturing has contributed to growth in tractor densities. Tractor density across the 14 major states in India between 1982 and 2012 was positively affected by income per capita, cropping intensity, and the average size of farmland holdings. Tractor intensity grew at a fast pace even in low-wage regions of India, indicating that relatively lower labor wages might not have been a binding factor for diffusion of farm machinery and tractors among smallholding farmers in India.

These broad guidelines have been enshrined in several programs, chief among which is the National Mission on Agriculture Extension and Technology (NMAET).
