Regions are today increasingly looked upon as independant market places that are connected via interregional and international trade and not as administrative units embodied in a national state. Two complementary theoretical frameworks explain the specialization of economic activity at the regional level. The traditional approach assumes that the comparative advantages of regions depend upon differences in the supply of lasting resources. In contrast the newer complementary framework called the "new economic georgraphy", assumes that the dynamic interaction between geographical market potentials and rational firms in its own way creates the comparative advantage of regions. The book examines the policy implications of the complementarity of the competing views in a variety of geographic and functional contexts.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1990, this book examines the extent to which the ‘north-south divide’ in the UK has been a reality in recent years. It also reveals the degree to which the gap between the two parts of Britain has worsened. An issue of enduring relevance, particularly given the political drive to ‘level up’ the regions, the book focusses particularly on the 1980s, a period when regional assistance became a victim of both monetarism and free market ideology. The book reviews legislation and considers whether regional policy has been effective and consistent. To widen the debate, the author questions some common assumptions about regional imbalance, and argues that intraregional disparities and the plight of Inner London were causes of concern no less serious than the problem of the north-south imbalance.

Topics under discussion include new methodologies, the growing service industries, foreign investment and the industrial geography of the developing world. With a detailed introduction from Michael Pacione and comprehensive coverage, the title reflects the extent to which the field of industrial geography changed over the second half of the twentieth century in response to economic change, incorporating the growth of multinational enterprises and the influence of globalisation, alongside traditional discussion of the manufacturing industry. Providing an essential background to developments in industrial geography, this title will be valuable to students with an interest in the economics, characteristics and advancement of industrial change.

Not only are European member state governments investing large amounts of money to alleviate the harmful effects of the economic downturn due to the credit crisis, EU accession countries receive large amounts of cohesion funds for infrastructure purposes. Infrastructure is widely believed to contribute largely to economic performance, but to what extent is this the case? How does the productivity of roads, railways and ports relate to the invested money, and what determines their effectiveness? In this Brief, which focuses to a large extent on Dutch and European practice, numerous distinguished economists describe policy practice and analytical tools for infrastructure appraisal. Moreover, harmonisation of European approaches for evaluation of infrastructure are discussed. The study focuses both on scientific productivity measurement as on case studies of infrastructure policy.

Available in PDF, EPUB and Kindle. Book excerpt: Impact analysis of economic policy is a subject which is gaining in creasing interest in both theoretical and applied economic research. Two main reasons for the growing interest can be distinguished. First, the situation of the government's finances is making it more than ever necessary to assess critically the effects of the instruments used to pursue public policy goals. Secondly, because of the economic stagnation government will be increasingly appealed to for support. Impact analysis, however, is hampered by three major problems: methodological deficiencies, lack of econometric approaches which have been adapted to the specific conditions of this kind of analysis and data availability. The present book deals with these problems in the context of regional economic policy. However, the main findings are broadly applicable in various other fields. This book is primarily oriented towards those who have a practical interest. Therefore, attention is mostly paid to the practical aspects of the methodology and the measurements methods. Furthermore, the methodologi cal and econometric parts are supplemented by two extensive case studies. ~- Three people have contributed constructive criticisms and suggestions on some chapters of the book: Peter Nijkamp, Theo Dijkstra and Manfred Fischer. I am very grateful for their support. They, of course, share no blame for any deficiences in the present form of the book. I also gratefully acknowledge the assistance of Harry Barkema and Marja Schuring with the computations.

Book excerpt: Regional growth in the European Union hinges to a large extent on smart specialization, a new and exciting theme in economic innovation studies. Advances in the Theory and Practice of Smart Specialization illuminates problems that have stifled the implementation of smart specialization policies, such as unique regional constraints and the inter-dependent demands of economic growth and commercial development. Forward-looking and pragmatic, it provides guidance for developing smart specialization strategies both to those involved in European affairs and others grappling with regional innovation and economic development worldwide. - Emphasizes specific contexts for smart specialization, its international approach and institutional preconditions - Examines comparable initiatives worldwide - Explains how to implement smart specialization policies given different development levels of regions and countries

Available in PDF, EPUB and Kindle. Book excerpt: The use of property tax incentives for business by local governments throughout the United States has escalated over the last 50 years. While there is little evidence that these tax incentives are an effective instrument to promote economic development, they cost state and local governments $5 to $10 billion each year in forgone revenue. Three major obstacles can impede the success of property tax incentives as an economic development tool. First, incentives are unlikely to have a significant impact on a firm's profitability since property taxes are a small part of the total costs for most businesses--averaging much less than 1 percent of total costs for the U.S. manufacturing sector. Second, tax breaks are sometimes given to businesses that would have chosen the same location even without the incentives. When this happens, property tax incentives merely deplete the tax base without promoting economic development. Third, widespread use of incentives within a metropolitan area reduces their effectiveness, because when firms can obtain similar tax breaks in most jurisdictions, incentives are less likely to affect business location decisions. This report reviews five types of property tax incentives and examines their characteristics, costs, and effectiveness: property tax abatement programs; tax increment finance; enterprise zones; firm-specific property tax incentives; and property tax exemptions in connection with issuance of industrial development bonds. Alternatives to tax incentives should be considered by policy makers, such as customized job training, labor market intermediaries, and business support services. State and local governments also can pursue a policy of broad-based taxes with low tax rates or adopt split-rate property taxation with lower taxes on buildings than land.State policy makers are in a good position to increase the effectiveness of property tax incentives since they control how local governments use them. For example, states can restrict the use of incentives to certain geographic areas or certain types of facilities; publish information on the use of property tax incentives; conduct studies on their effectiveness; and reduce destructive local tax competition by not reimbursing local governments for revenue they forgo when they award property tax incentives.Local government officials can make wiser use of property tax incentives for business and avoid such incentives when their costs exceed their benefits. Localities should set clear criteria for the types of projects eligible for incentives; limit tax breaks to mobile facilities that export goods or services out of the region; involve tax administrators and other stakeholders in decisions to grant incentives; cooperate on economic development with other jurisdictions in the area; and be clear from the outset that not all businesses that ask for an incentive will receive one.Despite a generally poor record in promoting economic development, property tax incentives continue to be used. The goal is laudable: attracting new businesses to a jurisdiction can increase income or employment, expand the tax base, and revitalize distressed urban areas. In a best case scenario, attracting a large facility can increase worker productivity and draw related firms to the area, creating a positive feedback loop. This report offers recommendations to improve the odds of achieving these economic development goals.
