Book excerpt: This paper provides estimation method to measure technical efficiency of production units and the speed of adjustment of output, both varying with time, from a dynamic stochastic production frontier that incorporates the sluggish adjustment of inputs. Using a panel dataset on private manufacturing establishments in Egypt, I find that the speed of adjustment of output is lower than unity in every period and slowly increases over time. When compared to the results from the static model, the dynamic model is found to produce higher estimates of technical efficiency on average, captures more variation in the time pattern of technical efficiency, and provides a different ranking of production units.

Although most regional economies depend on agriculture for employment, national income, and export revenues, farm productivity tends to be low, owing to relatively little use of chemical fertilizers, improved seeds, and other modern technologies. Yield Gaps and Potential Agricultural Growth in West and Central Africa responds to this problem by identifying potential areas of growth in the agricultural and livestock sectors. Using data on the soil, water availability, and weather in different parts of West and Central Africa, the authors find significant gaps in different locations between the potential and actual yield of various agricultural products. They then use an economywide multimarket model to simulate the future economic effects of closing these yield gaps. In coastal nations, crops such as cassava, cereals, and yams have the greatest yield gaps, whereas, in the Sahel, livestock, rice, coarse grains and oilseeds (groundnuts) have more room for growth. Although identifying these yield gaps does not guarantee that they can be closed, it does provide a focus for development efforts in the region. The authors conclude, moreover, that if such efforts involve transnational cooperation in agricultural research, marketing, and other areas, they could produce significant benefits across West and Central Africa. This study's findings will be of interest to policymakers, researchers, and others concerned with African development.

Whereas the Efficiency measurement shows how well a PU transforms its inputs into outputs and prescribes a corrective course of action to make an inefficient PU efficient relative to other similar PU, the Effectiveness measurement shows how well a PU is producing relative to a management defined mission or goal for production output. This report shows how Efficiency affects Effectiveness and presents a methodology for statistically comparing a PU's production to mission. A method ranking both efficient and inefficient PU according to their excess production capability is introduced. This methodology also permits one to determine the over production of a PU, which is essential in the Effectiveness measurements. The material in this report will be applied to a subsequent separate report to the fifty-six US Army Recruiting Battalions.
