Book excerpt: This report reviews the state of the art in readiness and sustainability measurement and develops a strategic concept design for measurements that would better serve high-level defense decisionmakers. The authors identify (1) incremental improvements that would raise the value of information derived from current reporting and analysis systems and (2) a new concept for assessing readiness and sustainability that would integrate several existing reporting and analysis approaches. The findings indicate that today's indicators of readiness and sustainability do not provide high-level defense decisionmakers with appropriate information. Estimates of the levels of activity that U.S. forces could achieve over time in different contingencies would be more useful. Using continuous numerical scales and showing changes during a contingency, such integrated assessments should prove more sensitive to resource level changes and allow easier comparisons from year to year.

Available in PDF, EPUB and Kindle. Book excerpt: The "four pillars" of military capability are force structure, modernization, readiness, and sustainability. Peacetime expenditures toward achieving and maintaining readiness and sustainability-e.g., through training, maintenance, and materiel stockpiling-typically use more than half the Department of Defense's (DoD's) budget. readiness and sustainability, which reflect approximately how quickly and for how long forces would be usable, govern the degree to which the other two pillars could be exploited in wartime.

Book excerpt: This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense (DOD) must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. Therefore, managing readiness is as much about understanding the complexities of human resource management and the technical details of weapons system availability as it is about measuring the ability of U.S. forces to support the national security strategy. Policymakers, military members and command leaders, plus senior Department of Defense team staff, ROTC, military science, and human resource management students may be interested in this illustrated resource about military readiness prior to national security situation deployments. This book was released on 2019-10-25 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

Book excerpt: When first established decades ago, most U.S. military installations were far from major cities and towns. That is no longer true. A growing population and changing land development patterns over the past several decades have led to lands vital to military readiness being surrounded by urban, suburban, and other types of development. Such development, especially large residential tracts, can limit the installation's operational capability. Complaints about noise, dust, and smoke from aircraft, weapons, and vehicles force commanders to curtail training of certain types or during certain hours. As development destroys or displaces native species of plants and animals, military posts become their critical refuge, and their presence further restricts military operations. These constraints have been so severe in some cases that installations have had to close. Such pressures are called encroachment. Encroachment can be defined as issues external to military operations that affect military installation testing, training, and other operations and overall military readiness. Recognizing the gravity of the problem, Congress provided legislative authority to allow military departments to partner with government or private organizations to establish buffer areas near training and testing areas. The Office of the Secretary of Defense(OSD) created the Conservation Partnering Program (now known as the Readiness and Environmental Protection Initiative (REPI)2) to implement this authority.

Book excerpt: This analysis, prepared by the Congressional Budget Office (CBO) for the Defense Subcommittee of the Senate Committee on Appropriations, examines how O & M spending grew in the 1980s and fell in the 1990s. The study highlights changes that could be made to achieve lower levels of spending by 2002. In keeping with the CBO's mandate to provide objective analysis, the study makes no recommendations--Preface.
