The book concludes with a discussion on passive safety features of advanced nuclear energy systems under development and approaches taken for risk-informed regulations for nuclear plants.

It focuses on plant and systems performance evaluations. A two level approach for margin assessment is provided. The first level consists of a deterministic procedure in which, for each scenario, the existence of at least one undamaged success path to comply with the fundamental safety function is investigated. This procedure can be subsequently extended to calculate probability measures such as conditional core damage probability and the conditional probability of spent fuel damage. In the most elaborated stage, probabilistic safety assessment (PSA) techniques are introduced, giving consideration to the probabilistic aspects of the hazards and of the capacity of structures, systems and components (fragility). Event tree and fault tree models are used to compute PSA metrics, such as core damage frequency, large-early release frequency and frequency of spent fuel damage.

Opposition to nuclear power generation remains high in the Japanese public to accept the need for nuclear power given the potential for a nuclear accident in the future. In this paper, we introduce an Analytical Hierarchy Process model to evaluate the influence of two opposing risk perceptions relating to public opinion versus scientific risk measures related to the electrical generation mix. This study revealed that opposing viewpoints on safety results in choosing different generation mixes. It should be noted that the public in large chooses the nuclear-free preference that actually results in a higher number of human fatalities in the energy sector because of the statistically low accident rate in the nuclear energy generation sector, which is contrary to public sentiment in Japan.

But at the same time, large and vocal segments of the population have been demanding that corporations and regulatory agencies address public concerns about technological safety. What do we really know about people's perceptions of technological risk and their judgments about appropriate levels of technological regulation? Perceptions of Technological Risks and Benefits analyzes the results of a unique body of survey data—the only large-scale, representative survey of public attitudes about risk management in such technologies as nuclear power, handguns, auto travel, and industrial chemicals. The findings demonstrate that public judgments are not simply anti-technological or irrational, but rather the product of a complex set of factors that includes an awareness of benefits as well as a sensitivity to the "qualitative" aspects of risk (how catastrophic, dreaded, or poorly understood a hazard seems to be). This volume offers striking evidence that whatever Americans may think about government regulation in general, they are remarkably consistent in desiring stricter regulation of technological safety. These conclusions suggest that the current trend away from regulation of technology reflects a less than perfect reading of public sentiment.
