Data from firm surveys tend to show improvement in most types of administrative corruption, but little change in "state capture" in the region. Broader, subjective corruption indicators tend to show somewhat greater improvement in ECA than in non-ECA countries on average. A "primer on corruption indicators" discusses definitional and methodological differences among data sources that may account in large part for the apparently conflicting messages they often provide. This discussion concludes that depending on one's purpose, it may be more appropriate to use data from a single source rather than a composite index because of the loss of conceptual precision in aggregation. A second conclusion is that the gains in statistical precision from aggregating sources of corruption data likely are far more modest than often claimed because of interdependence among data sources. The range of detailed corruption measures available in firm surveys are exploited to show that broad, perceptions-based corruption assessments appear to measure primarily administrative corruption, despite their stated criteria placing great weight on "state capture." Book excerpt: Historically countries of Eastern Europe and Central Asia have faced a number of obstacles in their transition to democracy and market-based economies. These obstacles include higher levels of corruption, and greater administrative and regulatory burdens as they pass laws and implement programs to combat corruption and promote private sector development. This report uses the results of the most recent Business Environment and Enterprise Performance Survey (BEEPS) to examine trends in corruption and administrative burden of regulations on private sector firms in 29 Eastern European and Central Asian countries. The results show overall positive trends in the Eastern Europe and Central Asian region in terms of incidence of corruption and the burden placed on private sector firms by administrative and other regulations. . The most notable and definitive finding from the 2008 BEEPS is a continuation in the favorable trend regarding firms payment of administrative bribes. Across the region, there has been progress made in the perceptions of bribery and unofficial payments. Frequency of bribe-paying fell significantly in the areas of taxes, customs and imports and courts, for the region overall and in most countries. The report examines several factors that influence the level of administrative corruption, including regulatory burden, strength of anti-corruption legislation, and income (among others). Results show that countries with greater capacity to enforce and implement anti-corruption measures are less likely to have high levels of corruption and incidence of graft. The results presented in the report show that countries of Eastern Europe and Central Asia are no longer facing higher corruption or regulatory burden than firms in comparable non-transition countries.

They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.

Book excerpt: Parallel to the process of democratization, the former socialist countries of Eastern Europe and Central Asia have shown an increase in measured income inequality during their transition from centrally-planned to a market- oriented economy. Since the behavior of these countries contradicted previous models of inequality, researchers analyzing the transition process linked the increase in income inequality to the egalitarian values of socialism and to the process of economic and political liberalization. This thesis questions the validity of the above statement based on three pillars. First, other factors, from economic convulsions to the revaluation of natural resources, violent conflicts, corruption, and the expansion of organized en me, have been more closely linked than democratization to changes in income inequality. Second, data quality was generally poor in socialist countries, and extremely poor in several socialist countries, and have improved during the transition in most countries, usually without proper documentation of the changes. Finally, the analysis of the origins of today's income inequality shows that the magnitude and effect of hidden inequalities in the socialist past were highly underestimated. In short, an increase in income inequality caused by democratization is not likely, while hidden inequalities in the socialist era could even be higher than today's measured inequality.
