Book excerpt: The Department of Defense in recent years has shifted from a focus on sizing and shaping its forces to meet specific war plans to policies based on capabilities that can be directed toward a spectrum of missions. Concurrently, the Air Force has developed new policies governing deployments. Under these policies, Air Force personnel and materiel are organized into Air and Space Expeditionary Forces (AEFs). The AEF policies specify which personnel are expected to deploy if they are needed at some time, how long those personnel will remain deployed, and when they will be expected to deploy again. This shift to capabilities-based planning and AEF deployments has dramatically changed the manner in which the Air Force organizes and deploys its forces. Given these changes, the need has arisen for new methods to assess Air Force deployment capabilities. This monograph describes a method for assessing deployment capabilities in light of the new AEF policies. This analytical approach can be used to evaluate a range of policy issues, which are described here, including expressing the deployment capabilities of the Air Force in terms of AEF policies, comparing alternative AEF policies with the current set of policies, sizing and balancing manpower positions among the combat support functional areas to meet specific deployment scenarios, and examining the impact of basing structures on the burden of deployment for Air Force personnel in certain support positions. Research for this report was completed in October 2004.

Book excerpt: During the past decade, the U.S. military has supported continuous deployments of forces around the world, often on very short notice and for prolonged duration, to meet the needs of a wide range of peacekeeping and humanitarian missions or major contingency operations. The pattern of varied and fast-breaking regional crises appears to be the model for the foreseeable future and has prompted the United States to reassess how it prepares, maintains, and employs its military forces. In response to this operating environment, the Air Force has reorganized into an Air and Space Expeditionary Force (AEF). The AEF concept divides the Air Force into 10 relatively equal groups (i.e., AEFs) of people and equipment. In any given 90-day period, two AEFs (or one AEF pair) are vulnerable to deployment to fulfill Air Force deployment requirements. The aim of this concept is to replace a permanent forward presence with forces that are primarily stationed in the continental United States (CONUS) and can be tailored rapidly, deployed quickly, employed immediately, and sustained indefinitely. These AEF global force projection goals present significant challenges to the current combat support (CS) system. CS is the collection of people, equipment, and processes that create, protect, and sustain air and space forces across the full range of military operations. In addition to the importance of CS, command and control (C2) has been identified as a key component of the AEF Agile Combat Support (ACS) system that needs further development. Joint doctrine defines C2 as the exercise of authority and direction by a properly designated commander over assigned and attached forces in the accomplishment of the mission. CSC2 thus, is the exercise of authority and direction over CS forces and resources to meet operational objectives. This work expands on the work of Leftwich et al., which presented initial concepts for guiding the development of a CSC2 operational architecture for the AEF.

These operations create a diverse and unpredictable set of sortie-generation needs, from air-to-ground combat to the transport of food and supplies. To meet these demands, the Air Force is reorganizing into an Air and Space Expeditionary Force (AEF). Behind this new vision of force management is the idea that forces able to deploy quickly and frequently from the continental United States can replace the permanent forward presence of airpower that the Air Force employed during the Cold War. However, deploying airpower quickly and frequently strains the Air Force's current combat support system. The original concept of the AEF called for deploying the entire combat and support infrastructure from the continental United States. However, the resources needed to support a combat deployment are heavy, and require significant airlift and time to move to the theater. Furthermore, the need to redeploy the entire support structure with each combat deployment limits flexibility and creates instability among personnel. The Air Force is consequently reexamining its support infrastructure to focus on new goals: faster deployment, reduction in the mass of materiel to move, increased flexibility, and greater personnel stability. This study examines one potential reconfiguration of the Air Force's current support system: the creation of maintenance Forward Support Locations (FSLs) to consolidate intermediate maintenance near, but not in, the theater of operations.

Drops in retention rates and recruitment indicated that the situation, if allowed to go unchecked, would soon reach serious proportions. The answer was to create the Expeditionary Aerospace Force (EAF) -- a new way of doing business that improved predictability and stability in personnel assignments and furnished the service with a powerful management tool to more efficiently align its assets with the needs of the warfighting Commanders in Chief. EAF was an idea whose time had come, and on August 4, 1998, Acting Air Force Secretary, F. Whitten Peters, and Chief of Staff, General Michael E. Ryan, announced that the time for development had passed and that the USAF would now move as rapidly as possible toward full implementation. This work offers a preliminary history of the development and initial implementation of EAF from its beginnings to the roll-out of the 10 Aerospace Expeditionary Forces on October 1, 1999.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.
