Book excerpt: This paper reviews the effectiveness and efficiency of key policy instruments for the achievement of the Millennium Development Goals (MDG). Based on a simple cross-country regression analysis, the paper argues that average Millennium Development Goal progress is likely to be too slow to meet education and health sector targets in a number of developing countries. The paper further shows that MDG achievement can be described by a transition path with declining rates of progress. More detailed analysis reveals that the transition toward universal primary school enrollment in poor countries with low initial enrollment has accelerated considerably in the more recent past. The main part of the paper then focuses on the role of demand versus supply-side factors in social service utilization in education and health. The review arrives at the following rules of thumb that reflect some of the key determinants of achievement of the Millennium Development Goals: First, specific single policy interventions can have a considerable impact on social service utilization and specific human development outcomes. For example, improving access to basic health services, in particular to vaccination, has been a key factor in reducing child mortality rates in a number of very poor countries. Second, demand-side policies have proved extremely effective, for example in raising school enrollment and attainment levels. However, there may be more scope for targeting the demand-side in the health sector. Third, policy effectiveness and efficiency are highly dependent on initial conditions and the specificities of the respective policy. Fourth, complementarities between MDG targets, in particular social service utilization, are likely to be very important.

Book excerpt: Abstract: This paper summarizes the policy lessons from applications of the Maquette for MDG Simulations (MAMS) model to two low income countries: Ghana and Honduras. Results show that costs of MDGs achievement could reach 10-13 percent of GDP by 2015, although, given the observed low productivity in the provision of social services, significant savings may be realized by improving efficiency. Sources of financing also matter: foreign aid inflows can reduce international competitiveness through real exchange appreciation, while domestic financing can crowd out the private sector and slow poverty reduction. Spending a large share of a fixed budget on growth-enhancing infrastructure may mean sacrificing some human development, even if higher growth is usually associated with lower costs of social services. The pursuit of MDGs increases demand for skills: while this encourages higher educational attainments, in the short term this could lead to increased income inequality and a lower poverty elasticity of growth.

The leaders pledged to work towards ensuring that conditions of extreme poverty are eradicated wherever they existed. To realise this declaration, the UN established eight MDGs to be achieved by 2015. The goals were broken down into 18 concrete targets and 48 indicators to track progresses in implementation. For the years lost 2000, countries in sub-Saharan Africa have been striving to achieve the goals. So far, some have achieved some of the goals, and the results toward the rest of the goals are also by and large positive, though off-target.

The MDGs are: Eradicate extreme poverty and hunger; achieve universal primary education; promote gender equality and empower women; reduce child mortality; improve maternal health; combat HIV/AIDS, malaria and other diseases; ensure environmental sustainability; and develop a global partnership for development. The eighth Goal is concerned with relationships, identifying various aspects of a “global partnership for development” which must be forged to support the realization of these poverty reduction, human development and environmental sustainability standards. The MDGs provide opportunities to start working from real-life development problems. Addressing these problems requires multidisciplinary approaches that combine the natural sciences, the life sciences and technical approaches with social-science approaches. The challenge is to integrate social, economic, political and institutional concerns into research strategy. To be able to achieve this, there is a need to establish a linking pin between research, policy and practice in Nigeria. The aim of such a linking pin would be to synthesize research outcomes on specific MDGrelated topics and to translate these into implications for policy – and decision – making through easily accessible gathering where individual stakeholders can air their views.
