The Soviet Union: 1917-1991 examines some of the less well explored areas of Soviet political and economic life to develop a feasible set of alternatives for future Soviet development and to establish which ones the system is predisposed to select. Katsenelinboigen takes on these difficult questions. Is it wise to develop glasnost in ways that allow masses to participate in the solution of strategic national problems? Can Soviet military expenses be reduced only to direct ones or is the whole Soviet economy military oriented? What explains widespread corruption among Soviet officials? Can market institutions be introduced into the Soviet economy, and if so, how is this best accomplished? Rather than focusing on a single dimension, such as authoritarianism versus democracy, his analysis incorporates multidimensional perspectives (among them, pluralism, division of powers and openness participation of competent and responsible people in decision making) which permit a more precise understanding of the limits of present options and allow him to develop new policy prospects. Although this book is about the Soviet Union, the approaches Katsenelinboigen uses have application in other contexts. His discussion of inflation for example and why it is found in planned as well as market economies has important implications for many developing countries. It will be of interest to those who seek a new perspective on events in the Soviet Union, as well as specialists in international relations, political science, and economics.

In the wake of the first mathematisation of the 1930s, two waves followed: machine translation in the 1950s and the development of computational linguistics and natural language processing in the 1960s. These waves were pivotal given the work of large computerised corpora in the 1990s and the unprecedented technological development of computers and software.Early machine translation was devised as a war technology originating in the sciences of war, amidst the amalgamate of mathematics, physics, logics, neurosciences, acoustics, and emerging sciences such as cybernetics and information theory. Machine translation was intended to provide mass translations for strategic purposes during the Cold War. Linguistics, in turn, did not belong to the sciences of war, and played a minor role in the pioneering projects of machine translation.Comparing the two trends, the present book reveals how the sciences of language gradually integrated the technologies of computing and software, resulting in the second-wave mathematisation of the study of language, which may be called mathematisation-automation. The integration took on various shapes contingent upon cultural and linguistic traditions (USA, ex-USSR, Great Britain and France). By contrast, working with large corpora in the 1990s, though enabled by unprecedented development of computing and software, was primarily a continuation of traditional approaches in the sciences of language sciences, such as the study of spoken and written texts, lexicography, and statistical studies of vocabulary.

The terms 'structural linguistics', 'mathematical linguistics', 'applied lin guistics' (which, incidentally, has another meaning here than in other parts of the world) all may cover theoretical work in linguistics. In older days serious theoretical work was done under the heading 'machine translation'. Very often the need for a special term for theoretically oriented studies in linguistics does not even arise. Does this mean that there is no real theoretical linguistics in the Soviet Union? This would be, of course, a completely false conclusion. Some lin guists tend to identify theoretical linguistics with generative grammar. Though it might be true - and I am myself very much inclined to subscribe to this view - that generative grammar has been the most fruitful linguistic theory up to now, this does not justify, however, the above identification. Incidentally, as we shall see later on, generative grammar has not been left unnoticed in the Soviet Union either. There are different trends within theo retical linguistics, one of which is generative grammar. While generative grammar (though one can worry about the content of this notion for many. internal and external reasons) seems to be the mean theoretical trend in the United States and in Western Europe, it represents only one of the main trends in Soviet linguistics.
