Book excerpt: In Environmental Federalism, Luke Fowler helps to refocus much-needed attention on the role of state governments in environmental policy creation and implementation in the United States. While the national government receives most of the attention when it comes to environmental policy, state governments play a vital role in protecting our natural resources. Legacy problems, like air, water, and land pollution, present one set of challenges for environmental federalism, but new problems emerging as a result of climate change further test the bounds of federal institutions. Examining patterns of pollution and case studies from the Clean Air Act and the Clean Water Act, Fowler explores two questions: has environmental federalism worked in managing legacy environmental problems, and can it work to manage climate change? In order to answer these questions, Fowler extends James Lester’s typology using political incentives and administrative capacities to identify four types of states (progressive, delayers, strugglers, and regressives) and assesses how they are linked to the success of federal environmental programs and conf licts in intergovernmental relations. He then considers what lessons we can learn from these programs and whether those lessons can help us better understand climate policy and multi-level institutions for environmental governance. This timely read will be a valuable contribution to students, researchers, and scholars of political science, public policy, public administration, and environmental studies.

Available in PDF, EPUB and Kindle. Book excerpt: Winner of the 2006 V.O. Key Award presented by the Southern Political Science Association This authoritative study of contemporary state legislatures in the South provides a fascinating account of how African Americans have achieved noticeable political power since the Voting Rights Act was passed in 1965. A history of racial discrimination and one-party Democratic dominance is being supplanted by African American empowerment in a competitive two-party system. Contributors examine the evolution of the Black Caucus, the growing number of African American lawmakers, and the rise of black legislators to important leadership positions in the legislatures of each of the southern states. Roll call data on key votes from several legislative sessions in Arkansas, Florida, Georgia, Mississippi, and Texas are analyzed.

Available in PDF, EPUB and Kindle. Book excerpt: Taking the Fight South provides a timely and telling reminder of the vigilance democracy requires if racial justice is to be fully realized. Distinguished historian and civil rights activist Howard Ball has written dozens of books during his career, including the landmark biography of Thurgood Marshall, A Defiant Life, and the critically acclaimed Murder in Mississippi, chronicling the Mississippi Burning killings. In Taking the Fight South, arguably his most personal book, Ball focuses on six years, from 1976 to 1982, when, against the advice of friends and colleagues in New York, he and his Jewish family moved from the Bronx to Starkville, Mississippi, where he received a tenured position in the political science department at Mississippi State University. For Ball, his wife, Carol, and their three young daughters, the move represented a leap of faith, ultimately illustrating their deep commitment toward racial justice. Ball, with breathtaking historical authority, narrates the experience of his family as Jewish outsiders in Mississippi, an unfamiliar and dangerous landscape contending with the aftermath of the civil rights struggle. Signs and natives greeted them with a humiliating and frightening message: “No Jews, Negroes, etc., or dogs welcome.” From refereeing football games, coaching soccer, and helping young black girls integrate the segregated Girl Scout troops in Starkville, to life-threatening calls from the KKK in the middle of the night, from his work for the ACLU to his arguments in the press and before a congressional committee for the extension of the 1965 Voting Rights Act, Ball takes the reader to a precarious time and place in the history of the South. He was briefly an observer but quickly became an activist, confronting white racists stubbornly holding on to a Jim Crow white supremacist past and fighting to create a more diverse, equitable, and just society. Ball’s story is one of an imitable advocate who didn’t just observe as a passive spectator but interrupted injustice. Taking the Fight South will join the list of required books to read about the Black Lives Matter movement and the history of racism in the United States. The book will also appeal to readers interested in Judaism because of its depiction of anti-Semitism directed toward Starkville’s Jewish community, struggling to survive in the heart of the deep and very fundamentalist Protestant South.

Available in PDF, EPUB and Kindle. Book excerpt: The term collaboration is widely used but not clearly understood or operationalized. However, collaboration is playing an increasingly important role between and across public, nonprofit, and for-profit sectors. Collaboration has become a hallmark in both intragovernmental and intergovernmental relationships. As collaboration scholarship rapidly emerges, it diverges into several directions, resulting in confusion about what collaboration is and what it can be used to accomplish. This book provides much needed insight into existing ideas and theories of collaboration, advancing a revised theoretical model and accompanying typologies that further our understanding of collaborative processes within the public sector. Organized into three parts, each chapter presents a different theoretical approach to public problems, valuing the collective insights that result from honoring many individual perspectives. Case studies in collaboration, split across three levels of government, offer additional perspectives on unanswered questions in the literature. Contributions are made by authors from a variety of backgrounds, including an attorney, a career educator, a federal executive, a human resource administrator, a police officer, a self-employed entrepreneur, as well as scholars of public administration and public policy. Drawing upon the individual experiences offered by these perspectives, the book emphasizes the commonalities of collaboration. It is from this common ground, the shared experiences forged among seemingly disparate interactions that advances in collaboration theory arise. Advancing Collaboration Theory offers a unique compilation of collaborative models and typologies that enhance the existing understanding of public sector collaboration.
