Available in PDF, EPUB and Kindle. Book excerpt: ASEAN has a goal to create an economic community by 2015. To achieve the goal, connectivity among the member states needs to be given due importance. In 2010, ASEAN adopted the Master Plan on ASEAN Connectivity (MPAC), which looked at physical, institutional and people-to-people connectivity. It pinned down fifteen priority projects which can potentially transform the ASEAN region, providing the conditions for a single market and production base. But MPAC is an expensive initiative, and funding remains a major challenge. The private sector needs to be actively involved as a number of infrastructure projects identified in the MPAC are lacking substantial investment. This book looks at the current state of ASEAN's physical connectivity and challenges in building better infrastructure. It contains a collection of papers that discuss specific issues pertaining to each kind of physical connectivity - transportation infrastructure, telecom connectivity, ICT and energy infrastructure. The book concludes with the steps needed to be taken for implementation of the various plans, and policy recommendations.

Book excerpt: The Master Plan presents a comprehensive 10-year strategy and action plan for improving the subregion’s transport linkages across the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) member states. It is intended to guide actions and promote synergies among various connectivity frameworks and help achieve sustainable development of the region. A specific framework is presented here for organizing a set of policies, strategies, and projects toward realizing a shared vision of peace, prosperity, and sustainability. With BIMSTEC’s unique geographical position as a bridge linking South and Southeast Asia, this document is also relevant to its neighboring regions. BIMSTEC was established as a regional organization in June 1997 to promote free trade within the region, increase cross-border investment and tourism, and promote technical cooperation.

Available in PDF, EPUB and Kindle. Book excerpt: Since the passage of the ASEAN Charter in 2008, ASEAN has transformed itself from a loose economic cooperation, into a formal intergovernmental organization designed to create an “ASEAN Community” forged together in three pillar communities – the ASEAN Political-Security Community, ASEAN Economic Community, and tASEAN Socio-Cultural Community. Forty years of pre-Charter ASEAN practices, coupled with over ten years of post-Charter ASEAN practices thus far, has witnessed the conclusion of hundreds of legally binding regional treaties and similarly binding international instruments in all areas of economic, political-security, and socio-cultural concerns for Southeast Asia to achieve ASEAN’s rule of law-based development objective. Pre-Charter and post-Charter ASEAN Law is variably implemented under a hybrid governance system that depends heavily on ASEAN Member State national implementation alongside ASEAN’s evolving regional institutions. The result is not a model of deep integration as in the case of the European Union, but a particular paradigm of horizontal embeddedness of ASEAN Law – in all its norms and operational practices – contingent on the capacities and compliance of national government bureaucracies in Southeast Asia. This edited collection is a concise authoritative volume covering the practical, doctrinal, legal, and policy aspects of the new regime of ASEAN Law and its consequences for realizing rule of law-based development in Southeast Asia’s emerging single market and production base. Drawing together contributions from a range of key thinkers in the field, the editors present the legal and policy-making issues implicated in the practical implementation of Southeast Asia’s single market and its regime for the free movement of goods, services, foreign investment, and cross-border labor. The book also examines the nature of regional law-making under ASEAN before and after the commencement of regional integration in 2015, the nature of ASEAN’s economic regulators, as well as the evolving structure for enforcement and harmonization of “ASEAN Law” through the array of Southeast Asian national courts, arbitral tribunals, and incipient mechanisms for inter-State, intra-regional, and individual-State conflict management and dispute resolution. This book is highly relevant to students, scholars, and policy-makers with an interest in ASEAN Law and regional policy, and to Southeast Asian studies in general.

Book excerpt: Infrastructure Investment in Indonesia: A Focus on Ports presents an important and original collation of current material investigating the efficient facilitation of major infrastructure projects in Indonesia and Australia, with an emphasis on infrastructure investment and a focus on port planning and development. This interdisciplinary collection—spanning the disciplines of engineering, law and planning—draws helpfully on a range of practical and theoretical perspectives. It is the collaborative effort of leading experts in the fields of infrastructure project initiation and financing, and is based on international research conducted by the University of Melbourne, Universitas Indonesia and Universitas Gadjah Mada. The volume opens with a macroscopic perspective, outlining the broader economic situations confronting Indonesia and Australia, before adopting a more microscopic perspective to closely examine the issues surrounding major infrastructure investment in both countries. Detailed case studies are provided, key challenges are identified, and evidence-based solutions are offered. These solutions respond to such topical issues as how to overcome delays in infrastructure project initiation; how to enhance project decision-making for the selection and evaluation of projects; how to improve overall efficiency in the arrangement of project finance and governance; and how to increase the return provided by investment in infrastructure. Special focus is given to proposed improvements to the portal cities of Indonesia in the areas of major infrastructure project governance, policies, engagement, operation and processes. By rigorously investigating the economic, transport, finance and policy aspects of infrastructure investment, this book will be a valuable resource for policy makers and government officials in Indonesia and Australia, infrastructure investment organisations, and companies involved in exporting services between Indonesia and Australia. This book will also be of interest to researchers and students of infrastructure planning and financing, setting a solid foundation for subsequent investigations of financing options for large-scale infrastructure developments.

Available in PDF, EPUB and Kindle. Book excerpt: The living standards and scale of development around the world are vastly unequal. One notable observation is that much of the poverty-stricken area is located between the tropics of Cancer and Capricorn. By contrast, affluent nations are situated in more temperate zones. Such a phenomenon gives weight to the geography hypothesis that seeks to explain the occurrence of global economic inequality, by placing an emphasis on the importance of natural elements such as location and climate in determining the economic conditions of a nation. This book concentrates exclusively and in depth on the key economic phenomena and factors which shape tropical economies today. It examines contemporary economic problems confronting the tropical countries and provides policy recommendations that align with the United Nations’ Sustainable Development Goals set in the 2030 Agenda. It contains research works and case studies of tropical economies that are related to the area of development and environment economics. The book’s themes range from economic growth, poverty reduction, income inequality, economic globalization, international trade, capital flow, financial development, and institutional development to environmental sustainability within the Tropics. Recognizing the dynamism and diversity of the tropics, the book encompasses empirical and policy analyses that address the key economic issues and challenges in the region so as to provide an important platform from which new policymaking initiatives can flourish. This book will draw readership primarily from the fields of economics and public policy, particularly under the subject areas of development and environment economics, as well as discussions in the sustainability policy space.

Available in PDF, EPUB and Kindle. Book excerpt: Written by the highly regarded diplomat Marty Natalegawa, former ambassador and foreign minister of Indonesia, this book offers a unique insider-perspective on the present and future relevance of ASEAN. It is about ASEAN’s quest for security and prosperity in a region marked by complex dynamics of power. Namely, the interplay of relations and interests among countries — large and small — which provide the settings within which ASEAN must deliver on its much-cited leadership and centrality in the region. The book seeks to answer the following questions: How can ASEAN build upon its past contributions to the peace, security and prosperity of Southeast Asia, to the wider East Asia, the Asia-Pacific and the Indo-Pacific regions? More fundamentally and a sine qua non, how can ASEAN continue to ensure that peace, security and prosperity prevail in Southeast Asia? And, equally central, how can ASEAN become more relevant to the peoples of ASEAN, such that its contributions can be genuinely felt in making better the lives of its citizens?

Book excerpt: In the midst of turbulence in the international trade, this book titled Annual Competitiveness Analysis and Impact Estimation of Exchange Rates on Trade in Value-Added of ASEAN Economies provides a comprehensive overview on recent developments and policy initiatives in ASEAN, highlighting its strengths and weaknesses in facing the trade disruption from global events such as the US-China trade dispute, the rise of protectionist sentiments, and the expansion of China's Belt and Road Initiative. This sixth instalment features an update on ACI's annual competitiveness index for ASEAN-10 economies. Using a total of 121 indicators, the study analyses the competitiveness of the 10 ASEAN countries across four environments namely (i) Macroeconomic Stability, (ii) Government and Institutional Setting, (iii) Financial, Businesses and Manpower Conditions, and (iv) Quality of Life and Infrastructure Development. Also in this book is an in-depth coverage on trade, a key component of the ASEAN economy, and the integration of ASEAN into wider value chains. This phenomenon heavily features ongoing efforts to develop ASEAN and creates the need for a deeper understanding of the impact of these global value chains on trade in ASEAN. This book examines and provides empirical insights on the impact of real effective exchange rates on exports in ASEAN economies within the context of increased participation in global value chains. The findings have direct policy implications in the management of monetary policy.Additionally, this book provides an extensive discussion on the impact of the US-China Trade War on ASEAN, presenting the background analysis on the annals of the dispute as well as examining determining factors that may positively or negatively affect the trade and investment landscape in ASEAN. This latest edition also features a compilation of speeches and writings by academics and policymakers on key issues and development of ASEAN. It includes a speech by Minister Lawrence Wong, Minister for National Development and Second Minister for Finance on the importance of infrastructure development for economic competitiveness. On top of that, this book also features an essay by Mr Bilahari Kausikan, Chairman of the Middle East Institute at the National University of Singapore, and former Permanent Secretary at the Ministry of Foreign Affairs of Singapore, which addresses the impact of the US-China trade war on ASEAN.
