Book excerpt: The purpose of this report is to analyze the employment and earnings of military wives compared with those of civilian wives between 1987 and 1999. Today's military is a military of families. About half of active-duty members are married as they enter their fifth year of service, and about three-fourths are married as they enter their tenth year of service. Therefore, in supporting the service member, manpower policy must often also support the member's family. Family considerations are apparent in policies on housing, health care, child care, dependents' schools, and compensation for separation from family members. Many military spouses work in the labor force and contribute to their family's material well-being, yet at the same time they must accommodate the demands the military makes of the member in the form of training, drills, inspections, education, exercises, peacetime operations, and hostile deployment. Also, the member is periodically reassigned, and permanent change-of-station (PCS) moves generally require the working wife to leave one job and find another. Thus, this report assesses the labor supply and wage of the military wife, recognizing the wife's contribution to family earnings and realizing that the military's demands on the member also affect the wife. The analysis is based on a sample of husband-and-wife families drawn from the 1988-2000 Current Population Survey March Supplement and containing retrospective information for the previous year. The sample has two subsamples: one for military families and one for civilian families. We weighted each subsample for each year to reflect the male age, education, and race/ethnicity composition of the active-duty force in that year. We focused on military wives because there were not enough observations to study the husbands of female military members.

Book excerpt: The purpose of this research was to examine labor force participation, employment, and earnings of military and civilian wives to determine if there are significant differences in work outcomes for these women, and to examine the underlying factors that may be responsible for these differences. The March 1985 Current Population Survey data were used in the analyses. Military wives were found to be less likely to participate in the labor force than comparable civilian wives. The findings suggest that military wives do not earn significantly different wage rates or annual incomes compared to civilian wives after controlling for other individual and household differences. However, frequent relocations and being located away from large population centers do appear to negatively affect the earnings of military wives when compared to civilians. But these studies rely on information that is somewhat dated, and they have little to say about military husbands. This study revisits the gaps in employment and earnings between military and civilian wives using the 2000 census, and extends these analyses to include military husbands. Military spouses continue to be at a relative disadvantage in the labor market compared with civilian spouses. Even though policies that target demographic disparities such as mobility, location, and child care may reduce the gaps to a certain extent, they will not affect the portion attributable to unobserved factors that are not captured in the census data, such as employer's attitude.

Today, a majority of soldiers' spouses are in the labor force. Due to the vagaries of military assignment and stationing practices, these spouses incur a substantial employment and earnings penalty. Heretofore, this penalty was attributed to the relatively high rates of migration exhibited by military households. Analysis of Current Population Survey data and the 1992 DoD Survey of Officers, Enlisted Personnel, and their Spouses demonstrate that the spouses of soldiers and airmen incur the heaviest burden of this earnings penalty due to service specific factors. These findings have important implications for stationing practices, civil service employment policies, and military compensation policy. Specifically, these findings indicate that civilian spouse earnings can serve as a potential channel through which policy can act to enhance military household earnings by improving the employment and wage prospects of soldiers' spouses without adverse budgetary consequences. In this way, military compensation policy can reflect labor market conditions that are likely to prevail into the new millennium rather than those extant at the midpoint of the last century."--Rand abstracts.

Book excerpt: Successful recruiting and retention of the active duty force relies in large part on the extent to which service members and their spouses experience both job satisfaction and contentment with life in the military. In his February 12, 2001, speech at Fort Stewart, Georgia, President Bush acknowledged the importance of caring not just for service members but their entire families, pledging, "We owe you and your families a decent quality of life. ... Service members deserve a military that treats them and their families with respect. A major challenge to ensuring familywide quality of life is overcoming the hurdles to military spouse employment. Data indicate that the majority of military spouses are in the workforce; however, research indicates that they have difficulty finding jobs and that limited career opportunities for military spouses may be a factor in military personnel leaving the service. Given its impact on service member contentment and retention, spouse employment and education is thus an area of significant concern to the military. This study seeks to (1) provide a richer and more detailed depiction of military spouse employment and earnings, (2) explore the degree to which employment is problematic for military spouses, and (3) identify policies to reconcile spouse employment issues with the military's need to retain qualified personnel.
