A stable security settin- itself, in part, a result of European integration - and cooperative politics in Western Europe have enabled the creation and maintenance of an elaborate legal system and common institutions facilitating the unification of product markets throughout the Community. Of course, the pervasive and incessant politicisation of Community decision-making at the Ministerial level tends to diminish attention for what actually happens in the Community industrial markets, while also obscuring its profound economic impact on Europeah society. It is precisely from the fascination with this vivid 'core' of the European Community that this book has arisen. I have attempted to combine empirical economic analysis, and a minimum of institutional description, with economic theory. Access to theory has been facilitated by the avoidance of algebraic tools, employing - only where necessary - geometric tools. In combining the analytical traditions of international and industrial economics, linked to a fairly detailed institutional economics of legal arrangements and competences at the EC level, it is hoped to provide the relevant tools to comprehend the industrial Euromarkets.

It provides a historical overview and detailed cases studies of the various policy initiatives that have altered the boundaries between the public and private sector in fostering market integration. Tackling interstate barriers to trade has relied heavily on European law to shape the framework of relations between states, and trade liberalization has been facilitated by legal rulings resolving territorial conflicts over regulatory jurisdiction and authority. The European Court of Justice has actively shaped markets, acting as a 'free trade umpire' in balancing the goals of market liberalization and market regulation while fostering market compliance. Although markets are absolutely dependent on public authority, the institutional innovation of the EU has been to use the private sector in an ancillary role to the state. By delegating responsibility to set standards for market access, the EU has chosen to draw on the resources of private actors, resulting in a system of governance that is a distinctive, hybrid model of regulation composed of state and non-state actors. Though the "outsourcing" of public sector regulatory activity was expected to be more effective than the process of regulatory harmonization, progress has been difficult. The current deficit in setting standards for European-wide market access raises concerns about the efficiency and effectiveness of such a regulatory regime. Egan provides a detailed evaluation of that process, highlighting regulatory gaps in the single market and the need to focus not only on the process of market integration, but also its outcome and impact on European business. Comparisons with American efforts to create a national market are made throughout to demonstrate the difficulties of constructing and maintaining a single market. American and European efforts to devise a uniform market for commerce and trade have involved both public and private authorities, though with different degrees of coordination and centralization, as many of the strategies undertaken by the EU echo earlier American market-building efforts.

In this book, Matthew Gabel probes the attitudes of the citizens of Europe toward the European Union. He argues that differences in attitudes toward integration are grounded in the different perceptions of how economic integration will affect individuals' economic welfare and how perceptions of economic welfare effect political attitudes. Basing his argument on Easton's idea that where affective support for institutions is low, citizens will base their support for institutions on their utilitarian appraisal of how well the institutions work for them, Gabel contends that in the European Union, citizens' appraisal of the impact of the Union on their individual welfare is crucial because their affective support is quite low. This book will be of interest to scholars studying European integration as well as scholars interested in the impact of public opinion on economic policymaking. The first step is a free trade area in which internal visible trade restrictions (customs duties, quotas) between partner counties are removed. Examples for those forms of economic integration are the North American Free Trade Area (NAFTA) and the Asian Free Trade Area (AFTA). Adding a common external tariff for non-member countries to the elimination of internal trade obstacles creates ensuing a Customs Union. The next level of integration, the single market for commodities, is achieved by removing visible and invisible trade barriers. Therefore all restrictions on trade between member-countries are abolished and a common external tariff is imposed on external countries. Following to this level free factor mobility of production and of financial assets generate a common market. Next steps to economic integration are the Monetary and lastly the Economic Union by having a common currency and policy.
