Book excerpt: The Coast Guard was effectively positioned to accomplish its missions and functions before the September 2001 terrorist attacks. The terrorist attacks reshaped the United States national security strategy, and this caused the Coast Guard to reprioritize its mission requirements elevating Homeland Security to be on par with the Coast Guard's number one priority, search and rescue operations. To effectively carry out the Homeland Security mission, the Coast Guard must leverage existing and developing technologies. These technologies will improve efficiency across the full spectrum of Coast Guard missions. While these technologies are not cheap; costs for research, development, and application can be greatly reduced by partnering with other agencies. To leverage these technologies to improve Homeland Security effectiveness, a process for evaluating and infusing emerging technology within the Coast Guard must be developed. This process must then be institutionalized within the Coast Guard's corporate structure.

An attack on ports, waterways, and vessels could have a widespread impact on global trade and the economy. Within the Dept. of Homeland Security (DHS), component agencies have responsibility for securing the maritime environment. The Coast Guard is responsible for protecting U.S. economic and security interests in any maritime region. Customs and Border Protection is responsible for keeping terrorists and their weapons out of the U.S., securing and facilitating trade, and cargo container security. This testimony discusses DHS and its component agencies' challenges, re: (1) strengthening risk mgmt.; (2) reducing the risk of small-vessel threats; (3) implementing foreign port assessments; and (4) enhancing supply chain security. This report addresses the extent to which: (1) the Coast Guard, the lead federal agency on maritime security, assessed risk in accordance with the Dept. of Homeland Security's guidance and identified risks; and (2) federal agencies, cruise ship and facility operators, and law enforcement entities have taken actions to protect cruise ships and their facilities. The report reviewed relevant requirements and agency documents on maritime security, analyzed 2006 through 2008 security operations data, and made observations at seven ports. Includes recommendations. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on US homeland security. The overarching issues for Congress are providing oversight on current port security programs and making or responding to proposals to improve port security. The US maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at US ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are seen as vulnerable to terrorist infiltration. More than 9 million marine containers enter US ports each year. While the Bureau of Customs and Border Protection (CBP) analyses cargo and other information to target specific shipments for closer inspection, it physically inspects only a small fraction of the containers. The Coast Guard and CBP are the federal agencies with the strongest presence in seaports. In response to September 11, 2001, the Coast Guard created the largest port-security operation since World War II. The Coast Guard has advanced its 24- hour Notice of Arrival (NOA) for ships to a 96-hour NOA. The NOA allows Coast Guard officials to select high risk ships for boarding upon their arrival at the entrance to a harbor. CBP has also advanced the timing of cargo information it receives from ocean carriers. Through the Container Security Initiative (CSI) program, CBP inspectors pre-screen U.S.-bound marine containers at foreign ports of loading. The Customs Trade Partnership Against Terrorism (C-TPAT) offers importers expedited processing of their cargo if they comply with CBP measures for securing their entire supply chain. To raise port security standards, Congress passed the Maritime Transportation Security Act of 2002 (P.L. 107-295) in November 2002. The focus of debate in Congress has been about whether current efforts to improve port security are adequate in addressing the threat. While many agree that Coast Guard and CBP programs to address the threat are sound, they contend that these programs represent only a framework for building a maritime security regime, and that significant gaps in security still remain.

Book excerpt: The Coast Guard estimates that there were more than 22 million small vessels operating in the U.S. in 2012. Terrorists, smugglers, and other criminals can use small vessels as platforms for their activities because small vessels are generally unregulated and largely anonymous. Law enforcement agencies face the challenge of distinguishing between legitimate small vessel operators and the relatively few individuals estimated to be engaged in illicit activities. The Dept. of Homeland Security (DHS) issued its Small Vessel Security Strategy (SVSS) in April 2008 and its follow-on SVSS Implementation Plan in Jan. 2011 to help guide actions to mitigate the security risks arising from small vessels. This report examines what actions, if any, DHS and its components have taken to address small vessel security concerns, and the extent to which they have implemented action items in the SVSS Implementation Plan. Tables and figures. This is a print on demand report.

With the many possible threats -- including transportation and detonation of weapons of mass destruction, suicide attacks against vessels, and others -- in the maritime domain, awareness of such threats could give the Coast Guard (CG) advance notice to help detect, deter, interdict, and defeat them. This report reviews the CG¿s efforts to achieve awareness about such activity. It addresses: the extent to which the CG: (1) has vessel tracking systems in place; (2) can use these systems to track vessels that may be threats; and (3) has coordinated the development and implementation of these systems. Book excerpt: The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.
