Book excerpt: Ferries are a vital component of the U.S. transportation system and 2008 data show that U.S. ferries carried more than 82 million passengers and over 25 million vehicles. Ferries are also potential targets for terrorism in the United States and have been terrorist targets overseas. GAO was asked to review ferry security, and this report addresses the extent to which (1) the Coast Guard, the lead federal agency for maritime security, assessed risk in accordance with the Department of Homeland Security's (DHS) guidance and what risks it identified; and (2) federal agencies, ferry and facility operators, and law enforcement entities have taken actions to protect ferries and their facilities. GAO reviewed relevant requirements, analyzed 2006 through 2009 security operations data, interviewed federal and industry officials, and made observations at five domestic and one international locations with varying passenger volumes and relative risk profiles. Site visits provided information on security, but were not projectable to all ports. This is the public version of a sensitive report that GAO issued in October 2010. Information that DHS deemed sensitive has been redacted. GAO recommends that the Commandant of the Coast Guard, after evaluating the completed studies on ferry security, reassess vehicle screening requirements and take further actions to enhance security, if determined warranted. DHS concurred with our recommendations.

Book excerpt: The purpose of this research is to investigate the state of ferry transit operations in North America and to develop practitioner guidance for the planning, marketing, operation, and management of ferry transportation systems. The research is intended to present a uniform understanding of the status of ferries as well as options for how to approach planning and operational activities. This guidebook is intended for use by operators large and small, in publicly or privately owned operations, for the development of ferry operations as a solution to a transportation need. This research was developed through literature searches of previous studies, reviews of existing government and state documents, telephone interviews with a broad selection of ferry operators, in depth case studies of eight ferry operators and ferry systems geographically dispersed across the North American continent, and peer review of the interim documents. The main body of this report contains the case studies and a guidebook. Two appendices provide additional information to support the work documented within the main body of the report. Appendix A provides a listing of literature review sources, and Appendix B documents the results of a survey of ferry operators that was developed and implemented in this research.

Book excerpt: Since the terrorist attacks of September 11, 2001, there has been much discussion of the security of borders and ports of entry in the United States and around the world. Ports of entry, particularly sea ports, are viewed as one of the most defenceless targets for a terrorist attack. In response to this perceived vulnerability, a number of port security initiatives have been implemented both on both a domestic and international level. This timely project investigates a number of issues surrounding the container security issue. It examines the scope of containerized freight security, analyzes cooperation between agents in the United States and abroad, explores the politics of port security, and provides an assessment of 17 of the world's sea ports. The work sheds light on the container security threat and the domestic and international responses that have emerged, as well as those steps that still must be taken.

Book excerpt: Sets forth practices to ensure security and foster international trade Written with an international perspective, this book analyzes the complex set of factors affecting the security of port and maritime operations, including shipping, politics, economics, crime, and terrorism. Author Michael Edgerton critiques current approaches to maritime and port security based on his more than twenty-five years of experience in the field. He not only points out vulnerabilities in today's practices, but also provides a set of proven and tested recommendations that recognize the role and interests of both government and the private sector in enhancing security while ensuring the flow of international trade. Readers may be surprised to learn that, with greater efficiency, they can actually improve security while reducing the cost of security at the same time. Using real-world case studies to support its analyses and recommendations, A Practitioner's Guide to Effective Maritime and Port Security: Reviews the core components of the international maritime operating environment Assesses the potential threats to ports in the maritime environment Examines approaches to maritime port security in the United States, European Union, and around the world Presents principles for effective, risk-based maritime and port security At the end of the book, two appendices provide a framework for conducting security risk assessments and threat assessments. There's also a third appendix to help organizations assess their "risk appetite." Recommended for students and professionals responsible for the safety and security of ports and maritime trade, this book reframes port and maritime security as a key component of a multidisciplinary system in which secure and efficient trade is the objective.

Available in PDF, EPUB and Kindle. Book excerpt: The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The U.S. maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at U.S. ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are particularly vulnerable to terrorist infiltration. More than 6 million marine containers enter U.S. ports each year. While the Customs Service analyses cargo information to target specific shipments for closer inspection, it physically inspects only about 2 per cent of the containers. This new book examines the security legislation, which can have significant implications for public safety, the war on terrorism, the U.S. and global economy and federal, state and local homeland security responsibilities.
