Book excerpt: Learning War examines the U.S. Navy’s doctrinal development from 1898–1945 and explains why the Navy in that era was so successful as an organization at fostering innovation. A revolutionary study of one of history’s greatest success stories, this book draws profoundly important conclusions that give new insight, not only into how the Navy succeeded in becoming the best naval force in the world, but also into how modern organizations can exploit today’s rapid technological and social changes in their pursuit of success. Trent Hone argues that the Navy created a sophisticated learning system in the early years of the twentieth century that led to repeated innovations in the development of surface warfare tactics and doctrine. The conditions that allowed these innovations to emerge are analyzed through a consideration of the Navy as a complex adaptive system. Learning War is the first major work to apply this complex learning approach to military history. This approach permits a richer understanding of the mechanisms that enable human organizations to evolve, innovate, and learn, and it offers new insights into the history of the United States Navy.

Book excerpt: The Asia-Pacific region has emerged as the hub of global geo-political, geo-economic and geo-strategic significance in the post-Cold War period. The rise of China and the resurgence of India will be the hallmark for the next 50 years. How this surge in power is accommodated by the incumbent powers like the United States and Japan, and how the new regional powers like China and India manage the power politics that emerge will be the key determinants of regional stability. This volume examines the national maritime doctrines as well as the nuclear weapons developments at sea of the four major powers in the Asia-Pacific, namely, China, India, Japan and the United States, to see if the evolving dynamic is a cooperative or a competitive one. In particular, the volume looks at the evolving paradigms of maritime transformation in strategy and technology; the emergent new maritime doctrines and evolving force postures in the naval orders of battle; the role and operations of nuclear navies in the Asia-Pacific; and the implications and impact of nuclear weapons, ballistic missiles and sea-based missile defence responses in the region.

Book excerpt: United States (US) naval doctrine is the foundation upon which our tactics, techniques, and procedures are built. It articulates operational concepts that govern the employment of naval forces at all levels. A product of more than 200 years of US Navy, Marine Corps, and Coast Guard experience, it incorporates the lessons of history. Naval Doctrine Publication (NDP) 1 describes how the Naval Service - the Navy, Marine Corps, and Coast Guard team - operates as an integrated force in joint and multinational operations across the range of military operations. It links the fundamental principles that guide the employment of naval forces to our national, military, and maritime strategies. It also serves as a primer for joint and combined force commanders and senior leaders in the Departments of Defense, Homeland Security, the Navy, and other government agencies and nongovernmental organizations to better understand US naval forces and our capabilities. The intent of NDP 1 is to describe the character and employment of US naval forces and highlight the distinctiveness of military operations in the maritime domain. It explains how naval forces attain both enduring and evolving national objectives, emphasizing our important role in joint, multinational, and other operations. It presents broad guidance for Active and Reserve Naval Service members and civilians. In broad terms, it defines who we are, what we do, and how we fight. This publication should be read, studied, and understood by every Sailor, Marine, and Coastguardsman.

Book excerpt: The U.S. Navy was characterized by a recent RAND study as being “the supra-national institution that has inherited the British Navy’s throne to naval supremacy.” Given the legacy of the traditions that have passed from the Royal Navy to the U.S. Navy, one cannot consider naval doctrine in the U.S. Navy without first conducting an analysis of how navy doctrine evolved in Great Britain. This paper reviews and analyzes doctrine in the British Navy. It concludes with an assessment of the doctrinal process in the Royal Navy and with potential lessons for us today.

Book excerpt: This United States Navy manual, Naval Doctrine Publication NDP 1 Naval Warfare April 2020, provides the doctrinal foundation governing our pursuit of excellence in the art and science of naval warfare. It provides our philosophy of warfighting to guide our activities in the preparation for, and execution of, naval warfare. Based on experience and history, it is designed to be an enduring publication that guides how we organize and employ integrated forces as part of a joint or combined force. The intent of this publication is to provide for mutual understanding and alignment within the Naval Service, institutionally and individually. Institutionally, it forms the doctrinal foundation for subordinate publications, subject to more frequent revision, that provide specific details regarding various aspects of naval operations. Individually, it informs all naval personnel about the distinctiveness of operations in the maritime domain and the unique roles they fulfill as part of the Naval Service. The intended audience is all naval personnel, those in uniform and the civilians who support them. This publication is about naval warfare-the ultimate execution of our sworn duty to support and defend the Constitution of the United States of America. It describes who we are, what we do, and how we fight as an integrated naval force.

Military Doctrine: A Reference Handbook takes a thorough look at 20th- and 21st-century military doctrines around the world. It excerpts relevant English-language scholarly and governmental literature to paint a picture of how military doctrine has developed in recent history, what military doctrines are currently operating on the world stage, and where military doctrine is heading in the near future. The book casts a wide net, scanning the relevant government documents, international agreements, monographs, journals, conference papers, and Internet resources to present a thorough overview of the importance of military doctrine in today's highly unstable world. Because military institutions are important formulators of national military doctrine and not merely implementers, this book examines the roles played by military organizations around the world. With the proliferation of independent military scholars and the widespread influence of their work in the Internet age, the book also scans the "gray" literature and describes its effects on military doctrine.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this paper is to discuss the term military doctrine for a naval audience that is less than familiar with the term and unsure of its impact. It is also written for other writers of military doctrine so that they will understand current naval doctrine development. This paper will, first, review the already approved military definitions of doctrine to provide the reader with a sense of how doctrine is viewed by the military profession. From a variety of terms that include the word doctrine, it will then, second, set military doctrine for the Navy in the context of all of the possible types of doctrine. Third, this paper will consider what influences the various types of military doctrine, including doctrine in the Navy. Fourth, the paper will consider what, in turn, is influenced by military doctrine. Fifth, the paper will consider what military doctrine is not; for example, doctrine is not tactics. Sixth, the paper will consider standardization of military doctrine, and finally, the paper concludes with the use of the term military doctrine by the Navy. With properly developed military doctrine we gain professionalization, without relinquishing freedom of judgment that the commanders need to exercise individual initiative in battle. Doctrine is defined in the dictionary as "a principle or body of principles presented by a specific field, system or organization for acceptance or belief."1 From an organizational perspective, doctrine is those shared beliefs and principles that define the work of a profession. Principles are: (1), basic truths, laws, or assumptions; (2), rules or standards of behavior; (3), fixed or predetermined policies or modes of action. Professions are occupations and vocations requiring training and education in a specialized field--training and education in the doctrine of that profession. Doctrine is the codification of what a profession thinks (believes) and does (practices) whenever the profession's membership perform in the usual and normal (normative) way. Generally, society lets professions regulate their own activities if there is a doctrine which defines how the profession will do its work and there is some form of management and oversight of the activities of those who belong to it. Because of a number of special circumstances, the military as a profession is subject to more than the average amount of oversight by government. Like other professions, militaries have always had doctrine which defines how they do their job. Unlike some professions however, military doctrine does not have one standard approach nor common thread which can be found in all nations and in all military Services. Military doctrine in the U.S. has been consciously made a province of the uniformed Services rather than the civilian Office of the Secretary of Defense

Book excerpt: The purpose of this publication is to highlight the unique aspects of stability operations in the maritime domain that must be addressed by the joint force commander and his planning staff. Its intent is to educate the broader elements of the joint force and other agencies on the role that naval forces play within Government solutions to stability operations. This publication satisfies the Department of Defense policy requirement to promulgate Navy, Marine Corps, and Coast Guard doctrine for stability operations. It expands on doctrine contained in joint and Army publications on stability operations and emphasizes maritime planning considerations. As planning guidance for maritime stability operations, this doctrine is intended for eventual incorporation in future editions of Joint Publication 3-07, Stability Operations.

Available in PDF, EPUB and Kindle. Book excerpt: Although the U.S. had conducted amphibious operations since the Revolutionary War, it was not until after the Spanish-American War that the military services attempted to codify procedures in doctrine. Early emphasis focused on command relationships and the responsibilities of commanders, eventually expanding to incorporate operational concepts, tactical techniques, and the necessary equipment. In an environment characterized by inter-service rivalry, as well as monetary and materiel constraints, dedicated individuals and organizations overcame numerous obstacles to develop, practice, and successfully execute amphibious operations in World War II. This thesis examines the evolutionary development of amphibious doctrine by the U.S. Marine Corps, Army, and Navy, and the employment of that doctrine during Operations Watchtower and Torch in World War II. The examination includes an analysis of the historical efforts to develop innovative solutions to a wide range of challenges the services faced at the beginning of the 20th Century leading up to World War II. How the leadership solved those challenges informs the efforts of current leadership in addressing contemporary doctrinal, operational, and tactical challenges and those of the future.

Book excerpt: Over the past fifteen years, the People's Liberation Army Navy's (PLAN's) missile fast-attack craft and amphibious fleets have been significantly modernized. While these two types of vessels have not increased in numbers, their capabilities have increased exponentially. This publication examines the People's Liberation Army's (PLA's) doctrine and training strategy in order to analyze present and predict future missions by these military vessels. China's deterrence posture is improved greatly by these ships and boats, which aid coastal water defense, and threaten Taiwanese attempts to gain independence. In addition, these two fleets improve China's long-range sealift capabilities, and help with the PLA's traditional, and new, nontraditional security practices. These fleets allow the PLAN to continue offshore operations, and begin "blue-water", or "far-seas" operations, helping the United States to predict the future nature of Chinese maritime missions.
