Military operations are complicated by increasingly complex demands on the electromagnetic spectrum (EMS). All modern forces depend on the EMS. The EMS is a physical medium through which joint forces conduct operations. The importance of the EMS and its relationship to the operational capabilities is the key focus of joint electromagnetic spectrum management operations (JEMSMO). The EMS is a highly regulated and saturated natural resource. The EMS includes the full range of all possible frequencies of electromagnetic radiation. Joint electromagnetic spectrum operations (JEMSO) include all activities in military operations to successfully plan and execute joint or multinational operations in order to control the electromagnetic operational environment (EMOE). JEMSO is comprised of electronic warfare (EW) and JEMSMO and aims to exploit, attack, protect, and manage resources within the EMOE and resolve electromagnetic interference (EMI) in order to achieve the commander's objectives. JEMSMO is planning, coordinating, and managing joint use of the EMS through operational, engineering, and administrative procedures. The primary goal of JEMSMO is to enable EMS-dependent capabilities and systems to perform their functions in the intended environment without causing or suffering unacceptable interference. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective.

The Marine Corps will blend the science of Network Centric Warfare (NCW) into its philosophy of maneuver warfare through distributed operations (DO). The technical and tactical focus of DO fails to capture the philosophical implications of the Corps' commitment to irregular warfare where victory at the moral level presents unique demands on a military. Additionally, the global explosion of the commercial IT market will have significant consequences for future Marine operations by expanding the potential audience for Information Operations and by providing future adversaries access to offensive and defensive information capabilities that will challenge America's historical information superiority. Unless the Marine Corps embraces a mind-set that seeks to aggressively manipulate the electromagnetic spectrum, the MAGTF will lose its self-sufficient freedom-of-action due to a dependency on outside services and organizations for information dominance. The Corps requires organic ground-, air-, and space-based systems capable of conducting EA, ES, and EP. It should focus on conducting tactical EA by cultivating a broad expertise, investing in tactical EW systems, and leveraging the vast array of nonorganic capabilities that will represent the majority of the Corps' EW effort. Marines must embrace EW institutionally such that the use of nonkinetic fires becomes as intuitive as the employment of kinetic fires. This mind-set will have the tangible effect of allowing Marines to dominate the EM spectrum to preserve the operational freedom-of-action that is demanded for forcible entry and DO.

Information superiority is emerging as a newly recognized, and more intense, area of competition." In the struggle for information on the battlefield, control of the electromagnetic spectrum has proven to be of extreme importance in modern conflicts. As forces enter into battle with more technologically advanced weapons, the reliance on the electromagnetic spectrum will only increase. The United States military, and the Marine Corps in particular, is lagging in developing its electronic warfare capability for the future. This choice may jeopardize its ability to control the electromagnetic spectrum in future conflicts. This negligence has caused the Marine Corps to fail to solidify a viable follow on platform to the aging EA-6B Prowler, which has been in service since 1979. Now that the EA-6B is approaching the end of its service life, the Air Force and the Navy have both made announcements regarding the direction in which their EW programs are heading. The Navy has decided to acquire an electronic attack version of the F/A-18 E/F Super Hornet, designated the EA-18G. The Air Force is moving toward a program consisting of multiple platforms. Being considered are B-52 and F-22 aircraft with jamming pods and unmanned aircraft, with the focus of effort being an electronic warfare variant of the X-45 Unmanned Combat Aerial Vehicles (UCAVs). The Marine Corps intends to fly the Prowler until 2015. There are several options to replace the aging fleet of Prowlers. As already mentioned, the X-45 UCAV and the EA-18G are possibilities currently in different stages of development. Another option for the Marine Corps may be an electronic attack (EA) variant of the Joint Strike Fighter (JSF). Each replacement option has different advantages and disadvantages.

Finally, long inattention to EW and frequency management competencies has left forces vulnerable within the electromagnetic battlespace.

MARINE RECON Reconnaissance units are the commander’s eyes and ears on the battlefield. They are task organized as a highly trained six man team capable of conducting specific missions behind enemy lines. Employed as part of the Marine Air-Ground Task Force, reconnaissance teams provide timely information to the supported commander to shape and influence the battlefield. The varying types of missions a Reconnaissance team conduct depends on how deep in the battle space they are operating. Division Reconnaissance units support the close and distant battlespace, while Force Reconnaissance units conduct deep reconnaissance in support of a landing force. Common missions include, but are not limited to: Plan, coordinate, and conduct amphibious-ground reconnaissance and surveillance to observe, identify, and report enemy activity, and collect other information of military significance. Conduct specialized surveying to include: underwater reconnaissance and/or demolitions, beach permeability and topography, routes, bridges, structures, urban/rural areas, helicopter landing zones (LZ), parachute drop zones (DZ), aircraft forward operating sites, and mechanized reconnaissance missions. When properly task organized with other forces, equipment or personnel, assist in specialized engineer, radio, and other special reconnaissance missions. Infiltrate mission areas by necessary means to include: surface, subsurface and airborne operations. Conduct Initial Terminal Guidance (ITG) for helicopters, landing craft, parachutists, air-delivery, and re-supply. Designate and engage selected targets with organic weapons and force fires to support battlespace shaping. This includes designation and terminal guidance of precision-guided munitions. Conduct post-strike reconnaissance to determine and report battle damage assessment on a specified target or area. Conduct limited scale raids and ambushes.
