It’s a difference that African American author James Mills addresses in his new book, The Adventure Gap: Changing the Face of the Outdoors. Bridging the so-called “adventure gap” requires role models who can inspire the uninitiated to experience and enjoy wild places. Once new visitors are there, a love affair often follows. In 2013, the first all-African American team of climbers, sponsored by the National Outdoor Leadership School (NOLS), challenged themselves on North America’s highest point, the dangerous and forbidding Denali, in Alaska. Mills uses Expedition Denali and its team members’ adventures as a jumping-off point to explore how minority populations view their place in wild environments and to share the stories of those who have already achieved significant accomplishments in outdoor adventures—from Mathew Henson, a Black explorer who stood with Peary at the North Pole, to Kai Lightner, a teenage sport climber currently winning national competitions. The goal of the expedition, and now the book, is to inspire minority communities to look outdoors for experiences that will enrich their lives, and to encourage them toward greater environmental stewardship.

Book excerpt: Beginning by introducing a geometric mechanism for diffusion in a priori unstable nearly integrable dynamical systems. This book is based on the observation that resonances, besides destroying the primary KAM tori, create secondary tori and tori of lower dimension. It argues that these objects created by resonances can be incorporated in transition chains taking the place of the destroyed primary KAM tori.The authors establish rigorously the existence of this mechanism in a simplemodel that has been studied before. The main technique is to develop a toolkit to study, in a unified way, tori of different topologies and their invariant manifolds, their intersections as well as shadowing properties of these bi-asymptotic orbits. This toolkit is based on extending and unifyingstandard techniques. A new tool used here is the scattering map of normally hyperbolic invariant manifolds.The model considered is a one-parameter family, which for $\varepsilon = 0$ is an integrable system. We give a small number of explicit conditions the jet of order $3$ of the family that, if verified imply diffusion. The conditions are just that some explicitely constructed functionals do not vanish identically or have non-degenerate critical points, etc.An attractive feature of themechanism is that the transition chains are shorter in the places where the heuristic intuition and numerical experimentation suggests that the diffusion is strongest.

Reported deaths related to the pandemic are low and have plausibly converged to global levels. Yet low vaccination rates in some countries leave them vulnerable to new variants. In most countries, gross domestic product (GDP) and employment have fully recovered their 2019 levels, although forecasted growth rates might be said to be “resiliently mediocre†?: banking systems appear sound, and rising debt burdens are manageable so far, but growth is not expected to exceed the low levels of the 2010 decade. Poverty in terms of income (monetary poverty) has largely receded with the economic recovery, but the longer†?term scars of the pandemic in terms of education and health have planted deep seeds of future inequality. Redressing these problems and undertaking the structural reforms needed to reach higher levels of growth and reduce poverty remain central on the policy agenda. The new and unwelcome entrant in the policy space is inflation. While comparable to advanced country levels and well managed by regional monetary authorities, inflation nonetheless is being propelled by forces that may give it more staying power than originally hoped. Finally, public deficits induced by the pandemic and the need to finance critical government programs and directions have opened a fiscal gap and led to constrained fiscal space. The need to close the fiscal gap, put debt on a sustainable footing, and generate fiscal space to finance necessary physical and social investments has led to a search for new revenues and in particular to pressure to increase income taxes. In looking at any tax hike, concerns center on the possible depressive effects on growth, overall progressivity, and possible incentives for informality. This report presents new evidence on these effects for value added taxes (VAT) and income taxes. It also advocates for steps to cut wasteful government spending and increase government efficiency—both to generate substantial resources and as an entry point to a broader agenda of state modernization and generating public trust.
