Book excerpt: This paper investigates the evolution and determinants of manufactured exports and foreign direct investment (FDI) in 11 southern Mediterranean countries over the period 1985-2009, as well as their prospects under different scenarios pertaining to the development of the determinants. The econometric analysis confirms the role of exchange rate depreciation, the openness of the economy and the quality of institutions and infrastructure in fostering manufactured exports and FDI inflows in the region. The assessment of the prospects suggests that a scenario of deeper integration with the EU entails superior performance for manufactured exports and FDI compared with either the status quo or less integration with the EU but greater integration within the region.

Book excerpt: Integration into the production and marketing arrangements of multinational corporations may offer many benefits to transition economies that, after a long period of isolation, have liberalized trade and investment. The fragmentation of production offers a unique opportunity for producers in developing countries to move from servicing small local markets to supplying large firms abroad and, indirectly, their customers all over the world.

Book excerpt: This book addresses the question of how competition takes place in international manufacturing industries. It examines patterns of rivalry among firms from different countries across national boundaries and their influences on international trade and investment. By using various data on Japanese firms in manufacturing industries from the late 1950s through the early 2000s, the first part of this book presents a series of empirical analyses that examines effects of market structure on export pricing, linkages of domestic and foreign market structures on trade performance, and patterns of oligopolistic interactions among firms from different countries in exporting. The second part of this book deals with the impact of strategic interactions on foreign direct investment. In particular, the book examines 'bunching' in foreign direct investment, strategic interactions in intra-industry cross-market foreign direct investment, and their effects on entry patterns and post-entry performance.

Book excerpt: Foreign direct investment in the United States in 2015 increased by 83% over that recorded in 2014. (Note: The United States defines foreign direct investment as the ownership or control, directly or indirectly, by one foreign person [individual, branch, partnership, association, government, etc.] of 10% or more of the voting securities of an incorporated U.S. business enterprise or an equivalent interest in an unincorporated U.S. business enterprise.) On October 31, 2013, the Obama Administration launched a new initiative, known as Select USA, to attract more foreign direct investment to the United States. According to the Administration, the aim of the program is to make attracting foreign investment as important a component of U.S. foreign policy as promoting exports. As a result, the President reportedly instructed Commerce and State Department officials to make attracting foreign investment one of their core priorities. In addition, the program has designated global teams led by U.S. ambassadors in 32 key countries to encourage foreign investment into the United States, and has established a coordinated process to connect prospective investors with senior U.S. officials. The initiative (selectusa.commerce.gov) offers a number of tools for foreign investors looking to invest in the United States, including a list of various state and federal programs that may be available to foreign investors.

Book excerpt: An export orientation is the strongest variable explaining why a country attracts foreign direct investment.Singh and Jun expand on earlier studies of the determinants of foreign direct investment (FDI) by empirically analyzing various factors - including political risk, business conditions, and macroeconomic variables - that influence direct investment flows to developing countries. They try to fill a gap in the literature by examining qualitative factors. Using a pooled model of developing countries, they test three groups of hypotheses on what influences direct investment - that political risk matters, that business conditions matter, that macroeconomic variables matter.Tests of the first hypothesis indicate that a qualitative index of political risk is a significant determinant of FDI flows for countries that have historically attracted high FDI flows. For countries that have not attracted such flows, sociopolitical instability (proxied by work hours lost in industrial disputes) has a negative impact on investment flows.Tests of the second hypothesis show that a general qualitative index of business operation conditions is an important determinant of FDI in countries that receive high flows. This country group also shows a positive relationship between taxes on international transactions and FDI flows - supporting the tariff hopping hypothesis. Results from tests of the third hypothesis reveal that exports generally, especially manufacturing exports, are a significant determinant of FDI flows for countries in which FDI is high. This hypothesis is supported by standard regression analysis and by Granger causality tests, which indicate that the feedback is predominantly from exports to FDI.Export orientation is the strongest variable for explaining why a country attracts FDI. This finding is in line with the secular trend toward increasing complementarity between trade and FDI.This paper - a product of the International Finance Division, International Economics Department - is part of a larger effort in the department to analyze private capital flows and their policy implications for developing countries.

Book excerpt: FDI has played a strong role in the export-led growth of eastern European countries that are now members of the European Union (EU). Largely sourced from advanced Europe, FDI inflows were motivated by the intention to pursue new markets and cost efficiency. Over time, foreign investment has restructured the exports sector in these countries in favor of products that are considered more technology-intensive. As these countries face skills shortage and rising wages, what is needed for FDI to continue playing a strong role? Can the Western Balkan countries, who are not yet EU members and have in recent years stepped up financial incentives and policy initiatives to court investors, emulate the experience? This paper takes stock of the FDI experience of both these groups and tries to estimate their potential gains from additional policy efforts.

Book excerpt: This volume, based on a series analysis using up-to-date econometric technique, systematically investigates the role that exports and foreign direct investment (FDI) have played in China's development process, and questions the received wisdom that exports and FDI are always an unalloyed blessing. It focuses on the transmission mechanisms through which exports and FDI influence growth and economic development and investigates the impact of exports and FDIs on employment, development financing and productivity growth, amongst other issues, in China.
