Frustrated Ambition is the first in-depth biography of this forgotten figure, whose career paralleled the early-twentieth-century history of the Philippine military. As independence seemed increasingly likely for the Philippines in the 1930s, Lim positioned himself to take a leading role in developing armed forces for a sovereign nation. Quezon, soon to be the commonwealth president, revealed that he had invited General Douglas MacArthur to serve as military adviser to the Philippines. A Summary of the Book The history that is about to be written, will be written from the perspective of one who at the time of writing is already 93 years of age and who participated in a big way in the history of the times he lived in, who had a maternal grandfather who was also involved in the history of the previous 70 years, who read one book every day from the age of 10 to the age of 80, who lived the lives and absorbed the thoughts of the authors of 25,500 books he read, and who had a beloved teacher in history, the famous Jesuit Father Horacio de la Costa of Ateneo, who began his lectures with "What I am about to tell you is the chismis (gossip) of a nation aborning." From the perspective of the author, Filipino people from the time they were "discovered" by Ferdinand Magellan in 1521, mercifully fell asleep, two oceans away from Mother Spain, were spared the violence of war, the plagues. and the ferment of change that the whole continent of Europe was blighted with, and lived lives so much better than the peasants of the advanced countries. It was only in the late 19th century after the opening of the Suez Canal, that the Filipinos woke up, awakened by three heroes: Jose Rizal who inspired them to be a nation, Andres Bonifacio who inspired them to fight for their freedom, and Emilio Aguinaldo who took on two great powers -- Spain which he defeated and the United States which defeated him - and in the process, forged a nation for four glorious years from 1898 to 1902, gave it a flag, an anthem and a constitution, and made it the first in all Asia to break the shackles of Western Colonialism and the first democracy in all of Asia, the last of the Hispanic colonies and the first Asian country to be liberated, as the children of the French Revolution. From the perspective of the author, the American occupation of the Philippines, accomplished with much cruelty in the Philippine American War, and so shamefully with the Treaty of Paris, by which the United States paid Spain $20 million for the Philippines, which Spain no longer owned - was marked by the understanding that the United States would prepare the Filipinos for independence, a pledge that was incorporated in a remarkable document drafted by the US Secretary of War Elihu Root, giving the defeated country, the entire Bill of Rights gratis et amore, something the Anglo-Saxons earned for 647 years at the cost of so much blood and the hangman's knot. The only counterpoint to Elihu Root was the Military Governor General Arthur MacArthur who acted like he was William the Conqueror and dealt with Filipinos as if he was King of the Philippines. Nevertheless, the United States fulfilled its pledge. And the American Occupation was dominated by one leader, Manuel L. Quezon, president of the Philippine Commonwealth, who steered his country to "total, absolute and complete independence" or so he thought. Interrupted by the Japanese attack and occupation during World War II, in a war as cruel and devastating as the Philippine-American War from 1898 to 1902, President Quezon died in exile in the United States. General Douglas MacArthur, the son of General Arthur MacArthur, fulfilled his personal pledge to liberate the Philippines at the cost of 100,000 Filipino lives, despite the fact that his role was unnecessary, that the USA was about to win the War with the Atomic Bomb. ------------ About the Author+ + + Dr. Hilarion M. President Manuel L. Quezon, who was present as the guest of honor, was deeply impressed by it. The oration has now become a classic. Manglapus indicted a system which kept the tao in political and economic bondage in spite of constitutional assurances of liberty. In his peroration, he foretold an aimed peasant revolution if the causes of discontent which he had enumerated were, not promptly removed. The causes were not removed. Six years later his prophecy came true. The peasant struck in Central Luzon. The tragedy was compounded by the fact that the Communist Party succeeded in seizing the leadership of the revolution. To quell the uprising, Ramon Magsaysay put new spirit in the Philippine Army. To prevent a recurrence, he began his own revolution. Twelve years after Manglapus had delivered his indictment and made his prophecy, Magsaysay began to remove the causes of discontent and to dignify the citizen in the barrio. Responding to the need of the hour, his revolution succeeded in turning the eyes of the people away from Mount Arayat and back to Malacanang. Malacanang was returned to the people and the people rejoiced. Yet, raising the hopes of the people and concentrating these hopes on his leadership was not to be the final destiny of the Magsaysay Revolution. He realized that perpetuating such a situation within the framework of an over-centralized government would merely mean that the faith of the citizen would be revived only to be smothered to death by a demoralizing dependence on an officious central government. Thus Magsaysay sought, after turning the hopes of the citizen back to Malacanang, to turn it to the citizen's own self. Before his tragic death, he initiated a program which would mean the ripening of his revolution. The barrio citizens were at last to be given a just measure of self-government, the opportunity to develop their communities by their own effort and to permit their historical self-reliance to contribute its share to national development. In political terms, this meant decentralization of government. In the economic field, this meant complete confidence in private initiative with government incentives. In sum, all this meant a revival of the Faith of the Filipino in himself. He did not live to see the ripening. But a persistent group, the famous "young men" whom he had gathered around him to give vigor, vision and drive to his administration, today continue to fight for its realization. Raul S. Manglapus, one of those men, is today perhaps the most articulate, logical and effective exponent of decentralization and private initiative in the Philippines. What follows is a collection of his speeches from 1959 up to the present. To give the reader the fullest understanding of Mr. Manglapus' political thinking, the short talks given in Berlin and New Delhi, his statements, and other public papers in the same period have been added. Included also is the article written upon the invitation of the editors of Foreign Affairs magazine which is reprinted here by special permission of its publislters, the Council On Foreign Relations Inc.
