Book excerpt: In the context of the Excessive Deficit Procedure (EDP), originally defined by the Maastricht Treaty (Article 104) and currently defined in the 2012 consolidated version of the Treaty on the Functioning of the European Union (TFEU) (Article 126), Eurostat, from 1994 onwards, has the mission to ensure a proper application of this conceptual reference framework, in order to obtain reliable and comparable statistics across the European Union. The core of this conceptual framework is the revised European system of national and regional accounts in the European Union (referred to as ESA 2010) published in May 2013, enforceable (by Regulation (EU) No 549/2013) from 1st of September 2014 onward, replacing the previous ESA95. In addition, Eurostat publishes Manual on Government Deficit and debt - ESA Implementation (MGDD). The MGDD, first published in 1999, provides guidance on the appropriate treatment of statistical issues raised in the European Union regarding government finance statistics. It is an indispensable complement to ESA 2010 and an important tool for statisticians and specialists dealing with public finance issues. It also helps to better understand the methodology applied to government finance data for the EDP. This new edition of the MGDD, similarly structured, focuses on some methodological aspects which were closely considered in 2015 in the context of a specific Eurostat Task Force on methodological issues (chairman: Luca Ascoli), composed by experts in EDP statistics, Government Finance Statistics and National Accounts from Eurostat, EU Member States and other institutions.

Different accounting systems recognize different sets of assets and liabilities and are thus vulnerable to different sets of devices. Some devices can be revealed by moving progressively from cash accounting to modified accrual accounting to full accrual accounting. Revealing all would require the publication of extended fiscal accounts in which all future cash flows give rise to assets or liabilities.

Book excerpt: The global financial crisis of recent years and the associated large fiscal deficits and debt levels that have impacted many countries underscores the importance of reliable and timely government statistics and, more broadly, public sector debt as a critical element in countries fiscal and external sustainability. Public Sector Debt Statistics is the first international guide of its kind, and its primary objectives are to improve the quality and timeliness of key debt statistics and promote a convergence of recording practices to foster international comparability and as a reference for national compilers and users for compiling and disseminating these data. Like other statistical guides published by the IMF, this one was prepared in consultation with countries and international agencies, including the nine organizations of the Inter-Agency Task Force on Finance Statistics (TFFS). The guide's preparation was based on the broad range of experience of our institutions and benefitted from consultation with national compilers of government finance and public sector debt statistics. The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.

Available in PDF, EPUB and Kindle. Book excerpt: The crisis in the euro area is a defining moment in the history of European integration. It has revealed major flaws in the architecture of the European Union; it has challenged European institutions to shape an appropriate response; and it has tested the patience of a European public that is eager to see their economic prospects improve again. This volume brings together some of the world’s top economists and policymakers to explain how this crisis came about and what is to be done. The policy agenda these chapters establish is going to be difficult to implement, not least because of popular misunderstanding and political opposition. This book argues, that it is essential that European policymakers push forward this agenda or they run the risk of seeing Europe’s economies fall back into crisis. This book was previously published as a special issue of the Journal of European Integration.

This book was released on 2014-09-15 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments typically build and maintain public infrastructure, which they fund through taxes. But in the past twenty-five years, many developing and advanced economies have introduced public-private partnerships (PPPs), which bundle finance, construction, and operation into a long-term contract with a private firm. In this book, the authors provide a summary of what they believe are the main lessons learned from the interplay of experience and the academic literature on PPPs, addressing such key issues as when governments should choose a PPP instead of a conventional provision, how PPPs should be implemented, and the appropriate governance structures for PPPs. The authors argue that the fiscal impact of PPPs is similar to that of conventional provisions and that they do not liberate public funds. The case for PPPs rests on efficiency gains and service improvements, which often prove elusive. Indeed, pervasive renegotiations, faulty fiscal accounting, and poor governance threaten the PPP model.
