Book excerpt: This book fills a gap in academic literature on the politics and public policy aspects of central banking in Europe, by conducting a theoretically-informed and empirically-grounded analysis of central banking governance before and after the establishment of the Economic and Monetary Union (EMU). The main framework for analysis is a ‘multi-level institutionalist approach’, articulated on three interconnected levels: the ‘systemic-level’, which encompasses the European, transnational and international arenas; the ‘national-level’, which considers the configuration of the domestic socio-economic and political environment in which each central bank operates; and the ‘micro-institutional level’, which deals with the specific features of each central bank. Methodologically, the research engages in a structure-focused comparison, using qualitative methods. In order to do so, it conceptually develops and empirically applies the notion of ‘mode’ of central banking governance, operationalised through four main components: the legal framework central bank ‘autonomy’ (or de facto independence) from the political authorities central bank ‘policy capacity’ in three policy areas that are crucial for central banking governance, namely monetary and exchange rate policies, financial regulation and supervision central bank legitimacy. Empirically, this monograph focuses on the Bank of England, the Bundesbank, the Banca d'Italia and the ECB over the period 1979 to present, with particular attention paid to the last decade. It is grounded in in-depth and extensive primary research, enriched by interviews with policy-makers. Monetary policy is unified at the European level while economic policy is in essence national. The debate on how the economic part of the EMU could be given a content so as to prevent future crises has been re-ignited during the very turbulent period with banking and debt crises. Presently the process is at a critical juncture and the decisions made may have far reaching consequences also for non-Euro countries like Sweden. At the seminar on 21 March Professor Nicolas Jabko will present a new report where he analyses the ideas of a gouvernement économique and outlines the measures which have been discussed and implemented. He identifies three central problems--or boundary conditions--which dictates guidelines for stronger economic governance in the short term. First, the member states are not willing to approve any kind of transfer union. This dictates that member states must find better ways to enlist the support of financial markets for debt consolidation and financial discipline. Second, the member states are reluctant to delegate more power to Brussels. This implies, according to Jabko, that the debt consolidation framework must be externalized to non-EU bodies or independent European agencies as much as possible. Third, the member states are reluctant to see their autonomy curtailed. A new economic governance framework must therefore give as much say to the governments in the decision-making process. In the long run, a need to rebalance the divided sovereignty within the EU is almost certain to emerge. Previous literature has focused on how EMU came into being and on the policy issues that it raises. European States and the Euro seeks to move the discussion forwards by offering the first systematic evaluation of how it is affecting EU states, both members and non-members of the Euro-Zone. It is the first book to explicitly situate EMU in the growing literature on Europeanization. It examines the effects on public policies, political structures, discourses, and identities. The book seeks to identify the scope of EMU's effects, the direction that it imparts to political and policy changes, the mechanisms by which it produces its effects, and the role of domestic institutions, political leadership and specific forms of discourse in shaping responses. In addition, the book assesses how, and with what effects, EMU is affecting key policy sectors labour markets and wages, welfare states, and financial market governance. What conditions the degree of convergence discernible in these sectors? Finally, the book seeks to 'contextualize' EMU by assessing its effects both in comparison with other variables like globalization and in a historical perspective of the European Monetary System as a 'training ground'. The book combines sectoral and country case studies with a thematic treatment by recognized experts in their fields. It moves from globalization, through EU-level changes, to member states and finally to specific sectors. The main conclusions are that EMU is most important in affecting the timing, tempo and rhythm of domestic change that these changes are experienced pre-eminently at the level of policy; that it strengthens pressures for convergence; but that different domestic institutional arrangements and discourses lead to variations in policy processes and effects and in the way change is 'framed'. In particular, whilst EMU contains a neo-liberalizing tendency exhibited most clearly in financial market effects, it is not to be characterized as a neo-liberal project by means of which the EU is becoming an economic and social space simply converging around Anglo-American market capitalism.
