Book excerpt: Rapid population growth, demand for increased food resources and other political, economic and social stresses have all contributed to building up pressure fordevelopment of marginal regions in both developed and developing countries.Ecological issues are also adding up to and increasing marginalization of regionsand social groups due to the pressure on natural resources. Broadly speakingmarginal regions are perceived in concepts of centre-periphery (fringes) and boundariesand frontiers. In developing countries marginal regicns are the combinedeffects of ecological, economic and social factors. For understanding the abovecomplex issues, the Study Group on Development Issues in Marginal Regionswas established in August 1992 at the Washington International GeographicalCongress.

Available in PDF, EPUB and Kindle.
Book Synopsis Urban Planning in Mexico by : Paavo Monkkonen
Download or read book Urban Planning in Mexico written by Paavo Monkkonen and published by UCLA Ciudades. This book was released on 2020-12-31 with total page 159 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the scope of urban planning in Mexico through case studies of four municipalities - Campeche, Hermosillo, Leon and Morelia - that have recently updated their plans using new federal guidelines. We seek to advance a research agenda on the impacts of planning and its effectiveness by proposing some foundations for how to assess planning processes, as well as to provide guidance for the federal government of Mexico in its oversight of municipal planning practice and recommendations for the four cities we study. We begin with the concern that the debate over whether urban planning in Mexico “works” suffers from a lack of shared definitions about what is and is not within the scope of urban planning, and a shared conceptual framework for assessing the planning process. The case studies were conducted as part of a graduate studio in the Department of Urban Planning at UCLA. They rely on multiple interviews with planners and professionals in each city as well as documentary and data analysis, and literature reviews. We use a framework of five processes: creating a plan, implementing the plan, raising revenue to fund urban infrastructure, upgrading existing neighborhoods to ensure equal access across neighborhoods, and investing in new infrastructure to support growth. Each case presents a brief urban history and contextual data; a description of local government planning activities, the current plan, the city’s political history, and transparency in local planning; an assessment of planning processes, the mechanisms for changing land uses, and examples one infrastructure project and enforcement of land use rules; and an evaluation of the plan itself, including some GIS analysis local zoning and federal policy. The book’s recommendations fall into three areas: making plans into part of an ongoing and iterative process, increasing coordination between municipal budgeting and planning, and creating transparency and public input to the planning process. More specifically, we find that new plans often ignore successes and failures of prior plans, they do not periodically assess indicators to gauge impact, and discretionary changes in between plan updates diminishes the importance of the plan itself. In the second area, we argue that the scope of planning must be expanded. The plan should be integrated with the municipal budgeting process and municipalities in Mexico should work to generate more local revenues to adequately fund plans. Finally, in the third area, we recommend making planning documents, zoning maps, and basic data on urban conditions accessible to the public. A lack of transparency and the often opaque decision making processes harm the legitimacy of governance. We also outline how the federal government can play a role in advancing these recommendations for local planning processes.

Book Synopsis Basic Services for All in an Urbanizing World by : United Cities and Local Governments
Download or read book Basic Services for All in an Urbanizing World written by United Cities and Local Governments and published by Routledge. This book was released on 2014-07-25 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: UCLG’s Third Global Report on Local Democracy and Decentralization (GOLD III) examines basic service provision and the current state-of-play of the local governance of basic services around the world. Basic Services for All in an Urbanizing World examines the enormous challenge of ensuring the universal provision of basic services in a world that is being shaped by rapid global urbanization, climate change, and economic, social and technological transformation. The world’s urban population is predicted to reach 5 billion people within the next 20-30 years. The report analyses the conditions necessary for local governments to provide these new urban residents with quality basic services. Water, sanitation, waste management, transport and energy are essential, not only for the preservation of human life and dignity, but also in driving economic growth and ensuring social equality. Each chapter examines a world region, drawing on existing research and consultation with local authorities on the ground. The chapters review access levels, legal and institutional frameworks, and the different ways in which basic services are managed and financed, as well as showcasing diverse examples of innovation in the local and multi-level governance of services. It concludes with a set of recommendations for all stakeholders with a view to making the goal of basic services for all a reality. This report contributes to discussions on the Millennium Development Goals and the UN Post-2015 Development Agenda. The findings of GOLD III will also be essential to promoting the vision of local governments at the 2016 UN Conference on Human Settlements (Habitat III).

Book Synopsis Local Governance in Spain by : Ángel Iglesias Alonso
Download or read book Local Governance in Spain written by Ángel Iglesias Alonso and published by Springer Nature. This book was released on 2022-11-08 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book addresses in detail local governance in Spain. In recent decades, local governments in Europe have increasingly found themselves under pressure from a multitude of new challenges, such as demographic change, climate change, fiscal austerity policies, digitization, the demand for more citizen participation in local affairs, and the migration crisis in some of them, to name just a few. Consequently, a wave of political and administrative reforms to address these challenges, pressures and problems, has changed local governance in many countries. In part, these changes were the result of reform policies introduced by national and state governments, often triggered by austerity policies, which has become an overwhelming reality for Spanish local governments that have been forced to introduce innovations in local governance. This book aims to give an account of these innovations in local governance in Spain. This book considers the local political-administrative structure in its dimensions, focusing on the analysis of its party system, electoral competition and political behavior in the local arena, as well as on local finances, all of which are determining elements in urban and rural governance processes. On the occasion of the recent crisis unleashed by Covid-19, the book will also deal with local governance in crisis situations. The book will also contextualize local governance processes in Spain in relation to the trends in local governance observed in other European countries.
