El quinto capitulo presenta el planeamiento para la formacion de los recursos humanos requeridos e incluye el Programa de Posgrado en Medicina Familiar y Comunitaria, una propuesta para un plan de capacitacion para los distintos integrantes del equipo de salud y un plan de induccion previo a la instalacion del nuevo sistema de atencion.
