Book excerpt: Esta memoria de investigación analiza la utilización de la evaluación para el aprendizaje en la cooperación internacional para el desarrollo de España. Su objetivo es realizar un aporte al conocimiento de un tema poco tratado en la literatura, desde la tradición de estudios empíricos sobre el uso de la evaluación para la formulación y ejecución de políticas públicas. El tema es relevante y actual. En los últimos quince años la Cooperación Española ha desarrollado un sistema para la gestión de evaluaciones que ha generado mucha información. Las evaluaciones son realizadas con el fin de promover cambios en planes, programas o instrumentos, por lo que resulta esencial analizar hasta qué punto este objetivo ha sido logrado y la eficiencia del esfuerzo realizado. La utilización puede ser directa, instrumental, o indirecta, vinculada con la revisión de conceptos y modos de actuación. A partir de un examen de literatura relevante sobre evaluación de políticas públicas, utilización y evaluación en la Cooperación Española se elaboraron tres hipótesis descriptivas sobre la institucionalización de esta función, la orientación al aprendizaje de las evaluaciones realizadas y la existencia de casos demostrables de utilización. El método de investigación fue cualitativo, no experimental, basado en fuentes documentales como informes de evaluación, términos de referencia, planes, actas y proyectos. Se revisaron noventa procesos de evaluación llevados a cabo entre 1998 y 2013 y más de cien documentos de planificación. Además se realizó una encuesta a usuarios potenciales en la Cooperación Española y entrevistas con informantes clave. Esta estrategia resultó adecuada para analizar el tema aunque tiene limitaciones por la escasa representatividad de las muestras y las dificultades para acceder a algunos documentos importantes. De la investigación es posible concluir que la Cooperación Española se ha dotado de un sistema para la gestión de evaluaciones, alrededor de un documento de política que da valor a su utilización para el aprendizaje. Además cuenta con procedimientos apropiados para la planificación e informa regularmente sobre los trabajos realizados. La capacidad para la gestión de esta política es, sin embargo, limitada, tanto en el Ministerio de Asuntos Exteriores y Cooperación donde se sitúa la unidad central de evaluación como en la Agencia Española de Cooperación Internacional para el Desarrollo. La unidad central en el Ministerio tiene un número elevado de tareas y ha relegado la promoción de la utilización a un segundo plano, mientras que en la Agencia los problemas son estructurales pues la función no ha sido asumida en ninguna unidad. Las evaluaciones realizadas en los últimos quince años no son, en promedio, adecuadas para facilitar el aprendizaje. Las que han sido gestionadas por el Ministerio son marginalmente mejores, en este sentido, que las promovidas por la Agencia, pero en ambos casos se encuentran carencias significativas relacionadas con la extensión de los documentos, la ausencia de resúmenes y la imprecisión de las recomendaciones. A pesar de las carencias del sistema y las evaluaciones, la investigación ha podido identificar veinte casos específicos de utilización directa e indirecta de evaluaciones para la planificación estratégica de la Cooperación Española, la programación de actividades por país y el desarrollo de proyectos, programas e instrumentos. Los casos demuestran, de cualquier modo, que la utilización ha sido parcial y en general ha influido en cuestiones relativamente marginales. Así, el aprovechamiento de este esfuerzo ha sido limitado. La investigación finaliza con sugerencias para incrementar la utilización y el aprovechamiento de las evaluaciones, ideas sobre investigaciones futuras que serían necesarias para profundizar los conocimientos sobre el tema y reflexiones acerca del papel que puede desempeñar esta función en un momento de crisis como el que vive la Cooperación Española en la actualidad.
