Book excerpt: This water quality guide for Manitoba uses a three-tiered approach to consolidate the province's use of standards, objectives, and guidelines with those developed through other national efforts. The first tier, water quality standards, provides guidance on minimum levels of treatment that must be achieved by all dischargers regardless of location in order to satisfy the technology-based approach to water quality management and to be consistent with the pollution prevention principle. The second tier, objectives, is limited to a short list of materials that are common pollutants in Manitoba. The third tier, guidelines, is generally more conservative than tier II and contains guidelines for various materials derived by the Canadian Council of Ministers of the Environment to ensure that the most sensitive species are protected at all times along with an adequate margin of safety. Each tier contains implementation policies. The final section presents a rationale for the revisions proposed in this document; definitions of terms; a history of the water quality objectives program in Manitoba; and a list of references.

Book excerpt: Surface water quality objectives were developed for application within Manitoba in 1976, underwent minor revisions in 1979, then a number of major revisions were proposed in 1983. The proposed revisions were widely circulated, with a public hearing in 1984. A report was submitted in September 1985, which contained a number of recommendations, only one of which pertained directly to elements of possible technical deficiency within the proposed revisions. This report discusses the areas of contention in the 1985 report, including mixing zones; minimum flow; high quality and exceptional value water designations; domestic consumption objectives for fecal coliform bacteria; the definition of toxic substances and nutrients; differences between U.S EPA and the CCREM methods of deriving criteria for the protection of aquatic life; and revisions to specific numerical objectives of un-ionized ammonia, arsenic, cadmium, chlorine, chromium, copper, cyanide, lead, and mercury.

Chapter 2 presents a review of the scientific literature on phosphorus in the aquatic environment, including properties, sources, fate, sediment interactions, parameters affecting phosphorus availability, trophic status, & effects on organisms. Chapter 3 examines a number of approaches used by other jurisdictions for setting phosphorus guidelines. Chapter 4 outlines the proposed framework-based approach for phosphorus management in which water bodies are marked for further assessment by comparing their trophic status to predefined ranges of phosphorus concentration. Chapter 5 summarizes some of the recommended assessment options currently use in Canada & other jurisdictions. Chapter 6 reviews management options that can be considered once the phosphorus concentrations have been assessed & compared to original goals for the water body. The final two chapters present case studies of implementation of this framework at Lake Simcoe in Ontario and at Kodiak Lake, Northwest Territories.
