GAO noted that: (1) USPS measures effectiveness of division procedures to control lost workdays connected with work-related injuries; (2) lost-workday rates varied greatly among postal divisions; (3) the degree of division commitment to effective cost-control procedures affected divisional performance; (4) USPS limited-duty guidelines did not include criteria for how long employees could remain on limited duty or on how to monitor employees' medical progress; (5) local supervisors did not always complete accident reports for the USPS National Accident Reporting System; and (6) USPS safety and compensation staffs did not sufficiently coordinate their activities to ensure accident reporting.

Book excerpt: Between 50,000 and 60,000 United States Postal Service (Service) employees, or 7 to 8 percent of the Service's workforce, occupied a modified work assignment during fiscal year 2008. The Service must provide these assignments to employees with workplace injuries if work is available to perform within their medical restrictions. Historically, the Service has returned employees to work as soon as possible, partly to reduce its costs for workers' compensation. In 2006, the Service initiated a program, the National Reassessment Process, to ensure that modified work assignments are medically suitable and necessary to carry out the Service's mission. This requested report addresses (1) the goal of the program, (2) how it is being implemented, and (3) the program's status and outcomes. To perform its work, GAO analyzed data and documentation, visited four districts selected to illustrate a range of conditions, and interviewed Service officials.

Book excerpt: Labor and Politics in the U.S. Postal Service grew out of concern for the way a large public organization does its work. It reflects my effort to link experience working as a letter carrier and mail collector with subsequent years of study in the field of organizational sociology. The final product is an academic book that certainly reveals great distance from experience in the postal workplace, but I must confess that the book still presents more a view from the bottom than a view from the top of the post office. I hope this view proves beneficial. It turns out that studying the post office has become an ongoing project that has outlived several jobs, relationships, and hairlines. What originated as a historical study of the 1970 reorganization became an analysis of the causes and consequences of an ongoing process of re structuring and technological change in the post office. Fortunately for me, similar restructurings have recently occurred in organizations and industries across the nation and around the world. The competitive pressures, new technologies, and political and class-based conflicts dis cussed in this book are perhaps more relevant today than they were in the late 1970s when I began research on the post office.
